Cambodia is beginning to map out a more focused strategy for attracting international visitors over the next two years. As the tourism sector continues to recover, the government is looking beyond simply increasing arrival numbers. The bigger goal now is to understand which markets can bring stronger long term value and help the Kingdom build a more resilient tourism industry.

At a workshop in Phnom Penh yesterday, government officials and private sector leaders came together to discuss how Cambodia can sharpen its position in an increasingly competitive regional tourism market.

The event, titled Inbound Tourism Market Study and Promotion in 2027-2028, was chaired by Huot Hak, Minister of Tourism and Co Chairman of the Tourism Working Group, alongside Luu Meng, CEO of Almond Hospitality and Co Chairman of the Tourism Working Group representing the private sector.

Cambodia charts a smarter tourism path

A push to identify the right visitor markets

Co organised by the Ministry of Tourism and the Cambodia Chamber of Commerce, the workshop brought together representatives from ministries, institutions, the Cambodia Tourism Board, and tourism businesses. Their shared task was to identify which inbound markets should become Cambodia’s main focus for 2027 and 2028.

According to the Cambodia Chamber of Commerce, one of the key priorities was to pinpoint both established and emerging tourism markets with the strongest potential. Participants also examined changing travel patterns and discussed how global traveler behavior is evolving. This matters because tourists are becoming more selective, weighing factors such as destination value, accessibility, and overall convenience before making travel decisions.

Understanding the challenges shaping travel decisions

A major part of the discussion focused on the barriers that may be holding Cambodia back. Air connectivity and pricing structures were highlighted as two of the most important competitiveness issues. In today’s market, flight availability and airfare can heavily influence where travelers choose to go.

Participants also looked at how tourists perceive Cambodia and whether misconceptions may discourage potential visitors. Booking difficulties, limited route options, and price sensitivity were all identified as challenges that can prevent interest from turning into confirmed travel. Understanding these factors is increasingly important as regional competitors continue to strengthen their tourism offerings.

A more strategic approach to tourism growth

Officials noted that Cambodia’s tourism recovery is now entering a more strategic stage. Instead of focusing only on visitor volume, attention is shifting toward attracting higher value travelers who contribute more to local spending and support sustainable growth over time.

The workshop also explored global and regional tourism trends that are likely to shape future demand. Both traditional source markets and newer high potential segments were discussed as possible growth drivers. The aim is to ensure Cambodia can respond quickly to changing preferences and better position its tourism products for the years ahead.

Public and private sectors align on the tourism roadmap

One of the workshop’s most important outcomes was the alignment between public institutions and private operators. The discussions created a platform for both sides to exchange practical ideas on how to strengthen Cambodia’s tourism competitiveness.

The recommendations gathered during the workshop are expected to help shape Cambodia’s tourism roadmap for 2027 and 2028. Organisers said the focus moving forward will be on product development, smarter promotion, stronger air access, and more effective pricing strategies that can make Cambodia stand out in both regional and global markets.
