Cambodia Helps Timor Leste Advance Digital Government: A New Chapter for Timor Leste?

Cambodia and Timor Leste have taken an important step forward in digital transformation with the official launch of a new national document verification platform called verify.gov.tl. The portal was unveiled in Dili on June 1, 2026, with support from Cambodian technical experts, highlighting growing cooperation between the two countries in technology and digital governance. The initiative aims to improve public services, strengthen document security, reduce administrative costs, and support broader socio economic development through digital innovation.

Cambodia Helps Timor Leste Advance Digital Government

The launch marks a major milestone in the partnership established under a bilateral agreement signed in January 2025. By sharing its expertise and experience in digital government services, Cambodia is helping Timor Leste modernize its public administration systems while demonstrating its increasing role as a regional provider of digital solutions.

A Landmark Launch in Dili

The official launch ceremony was held in Timor Leste’s capital city of Dili under the leadership of H.E. Miguel Marques Gonçalves Manetelu, Minister of Transport and Communications of Timor Leste, and H.E. Chea Vandeth, Cambodia’s Minister of Post and Telecommunications and Chairman of the Digital Government Committee.

The event attracted significant attention from government leaders, development partners, and international guests. Around 500 participants attended the ceremony, including senior Timorese officials responsible for social inclusion, communications, and public administration. Their presence underscored the importance of digital transformation as a national priority for Timor Leste.

Building on a Strong Bilateral Partnership

The launch of verify.gov.tl represents one of the first major outcomes of the Memorandum of Understanding on Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation signed between the two countries on January 20, 2025.

According to Cambodia’s Ministry of Post and Telecommunications, the project reflects a shared commitment to using technology to improve government services and create more efficient systems for citizens. The collaboration demonstrates how regional partnerships can accelerate digital progress while fostering stronger diplomatic and economic ties.

Cambodia’s Expertise Powers the New Platform

With the support of Prime Minister Samdech Moha Borvor Thipadei Hun Manet, Cambodia dispatched technical specialists to work closely with Timor Leste on the development of the verification portal. The experts assisted with system design, database integration, and implementation of secure document authentication technology.

The platform enables authorities and users to verify the authenticity of official documents through QR code technology. By connecting the portal with relevant government databases, the system provides a reliable and efficient way to confirm document legitimacy while reducing opportunities for fraud.

Driver’s Licences Become the First Digital Verification Service

Timor Leste selected driver’s licences as the first official documents to be integrated into the new verification platform. Each licence now includes a QR code that can be scanned to instantly verify its authenticity through verify.gov.tl.

The impact has been significant from a cost perspective. The new digital process has reduced the production cost of physical driver’s licences from US$4.00 to just US$0.10 per card. This dramatic reduction demonstrates the financial benefits that digital government solutions can deliver while improving service efficiency.

Cambodia has already implemented a similar system through verify.gov.kh, allowing motorists to access digital driver’s licences through the DG SuperApp and dgconnect platform. The successful experience provided a practical model that could be adapted for Timor Leste’s needs.

Expansion Plans Already Underway

The driver’s licence verification system is only the beginning. Both governments have agreed to expand the platform’s capabilities to include a wider range of public documents in the future.

Planned additions include educational certificates, university diplomas, and civil registration records. The expansion has already received approval from Timor Leste’s Council of Ministers, providing a clear pathway for the next phase of digital government modernization.

Speaking after the launch, Minister Chea Vandeth reaffirmed Cambodia’s commitment to supporting future development of the platform.

“Cambodia will continue to assist Timor-Leste after helping with the first step of verifying driver’s licences through verify.gov.tl. The next phase will include verification of school and university certificates and diplomas, as well as national registration documents,” he said.

Cambodia’s Growing Role in Digital Innovation

The project highlights Cambodia’s growing reputation as a source of technological expertise in the region. Once a recipient of international technical assistance, Cambodia is now sharing its own innovations with partner countries.

“It is an honour for Cambodia. In the past, we received assistance from others, but now Cambodia has the capability to help other countries,” he said.

The Minister also noted that Cambodia has supported other nations in implementing document verification systems built on technologies developed by Cambodian experts. This achievement reflects the country’s rapid progress in digital governance and innovation.

Commitment to Future Cooperation

During the launch ceremony, Ministers Chea Vandeth and Miguel Marques Gonçalves Manetelu reaffirmed their commitment to strengthening cooperation in telecommunications, information technology, digital transformation, and postal services.

Their shared vision focuses on leveraging technology to enhance public services, improve government efficiency, and support long term economic development. As both countries continue their digital transformation journeys, initiatives like verify.gov.tl demonstrate the value of collaboration in achieving modern and citizen focused governance.
