Artificial Intelligence (AI) is revolutionizing the education sector worldwide, and Cambodia is no exception. With the rapid growth of technology, the Cambodian government and educational institutions are taking steps to integrate AI into the national curriculum, ensuring that students are equipped with the necessary digital skills for the future job market.

How Is AI Transforming Education in Cambodia?
How Is AI Transforming Education in Cambodia?

AI Integration in Cambodia’s Education System

At the inaugural EdTech Summit Cambodia 2025, education experts gathered to discuss how AI and digital technology can be leveraged to enhance learning experiences. The Cambodian Ministry of Education, Youth and Sports (MoEYS) has launched the Digital Education Strategy for Schools (DESS) to promote AI-driven education, aligning with global trends.

Hang Chuon Narong, Minister of Education, Youth and Sports, said he strongly believes that AI tools, such as ChatGPT, can help students improve their learning experience while broadening their general knowledge. However, he also acknowledged that AI technology has limitations if students are not digitally literate.

“Technology and AI are revolutionising rapidly, so if we cannot adapt to it, we cannot keep up-to-date. Our goal is to ensure the next generation is able to obtain new digital skills, especially AI, in response to the job market,” Chuon Narong stated at the EdTech Summit Cambodia, on February 17, 2025 at the Institute of Technology Cambodia.

According to the World Economic Forum, investments in EdTech have skyrocketed from $9.56 billion in 2017 to $25 billion in 2022, with projections estimating a $10 trillion market over the next decade. Recognizing this shift, Cambodia is expanding its digital infrastructure and policy framework to incorporate AI into education.

To adapt with the rapid advancements of AI and technology in education, the Ministry of Education, Youth and Sports (MoEYS) is increasingly integrating AI into Cambodia’s education system. This shift is aimed at preparing both students and teachers for the digital future, ensuring they can benefit from AI-driven tools for more effective teaching and learning. The goal is to equip the next generation with the necessary digital skills, especially in AI, to thrive in a job market where these skills will be in high demand. Hang Chuon Narong, Minister of Education, Youth and Sports, emphasized the importance of AI tools like ChatGPT, which can enhance students’ learning experiences and expand their knowledge. However, he also pointed out that without digital literacy, AI’s full potential may not be realized.

Minister Chuon Narong highlighted the global trend toward AI in the workforce, with a study predicting that by 2030, 30% of jobs in Europe and the US will involve AI. While this may lead to job displacement, the minister noted that these roles would be replaced by new opportunities created by AI technologies. He stressed that if Cambodian youth fail to master these emerging technologies, they could fall behind in future job markets. To address this, MoEYS is working to expand AI integration into Cambodia’s secondary and higher education systems, as well as tackle the country’s teacher shortage through AI-powered solutions. Currently, more than 300 schools are utilizing AI-based management systems to streamline educational resources and support teachers and students, with plans to extend this technology through collaborations, such as one with Cellcard.

Despite the promising outlook, challenges remain. A 2022 report by the Ministry of Industry, Science, Technology, and Innovation revealed that only 22% of schools in Cambodia have functional computers, and many teachers lack the necessary technological skills. Additionally, students in rural areas face difficulties with connectivity and data affordability, which hampers their ability to engage in online learning. At the EdTech Summit Cambodia 2025, Kim Chanthany, MoEYS Secretary of State, emphasized the need for innovation and collaboration to address these issues. The summit brought together educators, tech companies, and NGOs to discuss solutions for enhancing digital education. As UNICEF’s Anirban Chatterjee pointed out, AI-powered digital learning can particularly benefit students with disabilities, providing access to educational content anytime and anywhere, even in remote areas. Despite the challenges, he believes digital learning can be expanded across Cambodia, ensuring no student is left behind.

On February 17, 2025, Ministry of Education, Youth, and Sports Announces the Integration of AI in Secondary and Higher Education

Digital systems and artificial intelligence (AI) are becoming increasingly prevalent across various sectors, including business, employment, and education. In particular, the integration of digital technologies into educational institutions is gaining momentum. Recognizing this global shift, Cambodia is also prioritizing digital and AI advancements. The Ministry of Education, Youth, and Sports has officially announced the incorporation of digital systems and AI into teaching at all levels of secondary and higher education.

On the morning of February 17, 2025, His Excellency Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth, and Sports, represented by His Excellency Samdech Maha Bovorathei Hun Manet, Prime Minister of the Kingdom of Cambodia, presided over the opening ceremony of the First Cambodia EdTech Summit under the theme “Cambodia’s Path to Digital Education.” The event was held at the Institute of Technology of Cambodia (Techno).

According to His Excellency Dr. Hang Chuon Naron, the summit aims to advance digital education in Cambodia by promoting digital education strategies for schools, fostering discussions among stakeholders, facilitating knowledge-sharing on educational technology, and gathering input for the development of the EdTech Framework and Cambodia’s Digital School.

The First Cambodia Educational Technology Conference and Exhibition will take place over two days, from February 17 to 18, 2025. The event will feature exhibitions showcasing students’ digital technology projects, robots and robotic systems, digital and technology textbooks, a competition for teachers with innovative ideas in educational technology, hands-on robotics testing, and various other digital advancements.

Furthermore, it is important to note that, in alignment with the recommendations of His Majesty the King, Prime Minister Hun Sen has launched the first phase of the Pentagon Strategy. This initiative places a strong emphasis on human capital development (first pillar) and digital education promotion (fifth pillar) as key steps toward building a digital economy and achieving Cambodia’s Vision 2030.

Drone Regulations in Cambodia: Ensuring Security in a Changing Landscape

What is a Drone? How is it Commonly Used in Cambodia?

A drone, also known as an unmanned aerial vehicle (UAV), is an aircraft operated without a human pilot onboard. It is controlled remotely or autonomously, making it versatile for a wide range of applications. In Cambodia, drones have become increasingly popular for both recreational and commercial use. They are commonly employed for aerial photography, agriculture, construction, and surveillance. Businesses use drones to monitor crops, deliver goods, or inspect infrastructure, while tourists and hobbyists fly drones for capturing stunning aerial shots of the country’s scenic landscapes.

Drone Regulations in Cambodia: What Are the Do’s and Don’ts of Flying Drones in Cambodia
Drone Regulations in Cambodia: What Are the Do’s and Don’ts of Flying Drones in Cambodia

As drone usage in Cambodia grows, so does the need for regulations to ensure safety and security, particularly in light of recent events.

Why is the Government Issuing New Drone Regulations?

In response to a significant security threat, the Cambodian government has issued new inter-ministerial guidelines regarding drone usage. These regulations were announced shortly after Prime Minister Hun Sen revealed a plot to use drones in an assassination attempt on his residence in Takhmao city on Febuary 11, 2025. According to Hun Sen, terrorists had been planning to use drones to carry out the attack, adding urgency to the need for stronger controls.

“Be warned – the plan to attack my Takhmao residence with a drone is real. Those involved must remember this and disappear from Takeo. Supporting such an attack threatens national security. Do not dare to harm or kill me,” he said, according to the pro-government Fresh News service.

In light of this threat, the government recognized the potential risks drones pose, not only in terms of security but also in maintaining public order. Drones, with their ability to fly into restricted or sensitive areas, can be used for illicit activities if not properly regulated. The new guidelines aim to protect national security, prevent terrorism, and safeguard the privacy of citizens.

What You Need to Be Aware Of:

Under the newly issued regulations, several key points have been outlined to ensure responsible drone use:

  1. Age and Operating Hours: Operators must be at least 18 years old, and drones can only be flown between 6 a.m. and 6 p.m. Special permission is required for flights outside of these hours.
  2. Restricted Areas and Safety Measures: Drones are prohibited from flying over private property, crowded areas, emergency sites, law enforcement operations, and watercraft without permission. Operators must avoid capturing images that identify individuals or invade privacy.
  3. Maximum Payload and Restrictions: The regulations apply to drones that can carry a payload of two kilograms or more, while drones used for national defense and security are governed by a separate legal framework. No more than four drones are allowed to operate simultaneously without authorization.
  4. Accountability: Operators are held accountable for their actions, and violations could result in legal consequences. This includes flying under the influence or carrying hazardous materials, which is strictly forbidden.

These new rules are part of Cambodia’s broader effort to enhance security and maintain order in an era where drones are increasingly accessible and versatile. The government’s move to regulate drone use underscores its commitment to addressing new threats and ensuring that these devices are used responsibly.

Share Your Opinion

With drone usage rising and security concerns mounting, it is clear that regulations are necessary to balance technological advancement with safety and privacy. Poverty Gap in Cambodia: A Growing Concern for Business and Social Development.

The widening gap between the rich and poor in Cambodia has raised alarms among business leaders, investors, policymakers, and social development advocates. While Cambodia has experienced remarkable economic growth over the past two decades, income inequality remains a persistent challenge, creating socio-economic barriers that affect business sustainability, investment opportunities, and overall development.

Phnom Penh from Top Views 2025

The Growing Divide

A recent Oxfam report has highlighted a global trend in which the wealthiest individuals continue to accumulate vast amounts of wealth, while those living in poverty struggle with rising living costs, debt burdens, and limited opportunities. Cambodia mirrors this global issue, with the disparity between the affluent and the underprivileged becoming more pronounced.

The report revealed that in 2024, the world saw an increase in billionaires, with their collective wealth rising by $2 trillion. In Cambodia, economic growth has not translated into equitable wealth distribution, leaving vulnerable groups, particularly informal workers, in precarious financial situations.

Income Inequality in Cambodia

Despite steady economic expansion, the reality for many Cambodians remains challenging. The official minimum wage for garment workers in 2025 is set at $208 per month—far below the demands of labor unions and insufficient to keep pace with inflation and rising living costs. This issue is further exacerbated by wage disparities across sectors, particularly affecting women in tourism and construction, who often earn $5 less per day than their male counterparts.

According to the Ministry of Labour and Vocational Training, Cambodia’s economy grew by 5.3 percent in 2024, with garment and manufacturing exports increasing by 23.5 percent. Over 100 new factories were established, generating over 100,000 new jobs. However, these economic gains have not significantly improved the financial security of informal workers, who earn around 30,000 riel ($7.80) per day—barely enough to sustain a family.

Challenges Faced by Informal Workers

Informal sector workers, including food cart vendors, market sellers, and construction laborers, face multiple hardships, including:

  • Declining income levels and job security
  • Mounting debt from microfinance institutions and informal lenders
  • Loss of land and property due to weak social justice protections
  • Health risks and lack of adequate healthcare
  • Psychological stress due to economic pressure and unstable living conditions

According to Vorn Pov, President of the Independent Association of Informal Economics, the absence of business opportunities and social justice perpetuates economic disparity in Cambodia. He argues that while wealthier individuals benefit from government support and land concessions, the poor are often excluded from economic growth and struggle to maintain stable livelihoods.

Government and Policy Responses

The Cambodian government has implemented various initiatives to address poverty and promote economic growth, including:

  • Expanding vocational and technical training programs
  • Collaborating with private enterprises to create job opportunities
  • Strengthening the National Social Security Fund (NSSF) for informal workers
  • Encouraging foreign investment to boost industrial growth

However, experts argue that these measures are insufficient without a concrete policy on a national living wage. Khun Tharo, Programme Manager at the Centre of Alliance of Labour and Human Rights (CENTRAL), emphasized that many workers depend on overtime and additional benefits to make ends meet, leading to increased stress and mental health issues.

Key Recommendations to Reduce the Poverty Gap

To achieve more inclusive economic growth and reduce the poverty gap, stakeholders must focus on the following key actions:

  1. Establish a National Living Wage – Conducting a comprehensive study on living costs and implementing a wage policy that ensures a dignified standard of living for all workers.
  2. Enhance Social Protection – Expanding access to healthcare, education, and housing assistance for low-income individuals.
  3. Promote Business and Investment in Vulnerable Communities – Encouraging entrepreneurship and SME growth to create sustainable employment opportunities.
  4. Strengthen Social Justice and Governance – Implementing policies that protect vulnerable groups from land dispossession and financial exploitation.
  5. Support Gender Equality in the Workplace – Bridging the gender wage gap and ensuring fair compensation across all industries.

Conclusion

Cambodia’s economic growth presents significant opportunities for investment and business expansion, but the growing poverty gap remains a critical issue that must be addressed. For businesses, investors, and policymakers, ensuring economic inclusivity is not only a moral obligation but also a strategic necessity for long-term stability and development. By implementing policies that promote fair wages, social justice, and equal opportunities, Cambodia can work towards a more balanced and prosperous future for all.

Real Estate Development Trends in Cambodia

The global real estate landscape has witnessed significant changes since 2019, influenced by various economic, political, and social factors. The outbreak of the COVID-19 pandemic, in particular, has caused profound shifts in global real estate markets, including in Cambodia. The early years of the pandemic saw the real estate sector experience turmoil, as construction projects were halted, and demand for residential spaces, especially luxury condominiums and high-end properties, plummeted.

However, since the end of 2020, the Cambodian real estate market has shown signs of recovery, with certain regions such as Bavet, Sihanoukville, and Poipet emerging as hotspots for development. Despite the challenges brought on by the pandemic and the global economic downturn, these areas have experienced a surge in real estate demand, primarily driven by a combination of domestic economic factors and international influences.

One key factor driving the recovery is the resilience of Cambodia’s economy. In the post-pandemic period, the country saw an uptick in industrial activities, boosted by the opening of international borders, the revival of trade, and strong foreign direct investment (FDI). While other real estate sub-sectors like luxury condos faced stagnation, areas like Bavet and Poipet flourished due to their proximity to borders and trade routes. This has attracted investors keen on industrial properties, logistics centers, and warehouses.

Moreover, the Cambodian government has continuously supported the growth of these regions, developing infrastructure, improving connectivity, and providing incentives to attract both local and foreign investment. The dynamic shift from purely residential development to industrial and commercial real estate investment has been evident since the pandemic’s peak, and it is showing no signs of slowing down.

Today, the demand for real estate in places like Bavet, Sihanoukville, and Poipet is significantly outpacing that of other areas in the country, marking a new trend in the post-COVID real estate environment. But what exactly is driving this increase in demand in these regions?

Reasons Behind the High Demand for Real Estate in Bavet, Sihanoukville, Koh Kong, and Poipet and Other Location

There are several interrelated factors that have contributed to the increased demand for real estate in Bavet, Sihanoukville, Koh Kong, and Poipet. Let’s explore these key reasons in detail:

1. Strategic Location and Border Proximity

One of the primary factors driving the high demand for real estate in these regions is their strategic location, particularly their proximity to international borders. Bavet, located in Svay Rieng Province, is situated close to Vietnam, while Poipet in Banteay Meanchey Province is adjacent to Thailand. Both areas serve as vital trade hubs, facilitating the easy movement of goods across these borders.

This geographical advantage has been a major attraction for investors seeking to capitalize on Cambodia’s position as a trade corridor in Southeast Asia. The growth of cross-border trade has led to an increased demand for warehouses, logistics centers, and commercial properties, which, in turn, has boosted the overall demand for real estate in these regions.

2. Growing Infrastructure and Connectivity

Another significant factor contributing to the rise in demand for real estate in these areas is the rapid development of infrastructure. The Cambodian government has prioritized the improvement of transportation networks, such as highways, railroads, and ports, to enhance connectivity with neighboring countries. This has made Bavet, Poipet, and Sihanoukville even more appealing to investors and businesses looking to capitalize on the country’s growing economy.

For example, the construction of the Phnom Penh–Bavet expressway has made travel between the capital and Bavet more accessible, further bolstering Bavet’s attractiveness as a hub for industrial and commercial real estate. Similarly, Poipet’s close proximity to Thailand and the significant infrastructure development along the Thai-Cambodia border has created a conducive environment for businesses to set up operations, creating more demand for industrial real estate.

3. Investment in the Industrial and Manufacturing Sectors

With Cambodia’s rapid industrialization, particularly in the garment, manufacturing, and agricultural sectors, demand for industrial real estate has risen dramatically. As Cambodia seeks to diversify its economy and become a manufacturing powerhouse in Southeast Asia, industrial zones and factories are essential for economic growth. The government has made concerted efforts to attract foreign investment in these areas, and real estate developers are responding by building the necessary infrastructure to meet the demand.

In areas such as Bavet and Poipet, the demand for industrial and commercial properties has surpassed that of traditional residential real estate. Investors are increasingly focused on building factories, warehouses, and logistics hubs in these areas, as they provide ideal locations for businesses looking to tap into Cambodia’s manufacturing sector and its connections to international markets.

4. Economic Growth and Foreign Direct Investment (FDI)

The rapid economic growth in Cambodia over the past decade has also contributed to the rising demand for real estate. Cambodia has emerged as one of Southeast Asia’s fastest-growing economies, with consistent GDP growth even amidst the pandemic. This has attracted a steady flow of foreign direct investment (FDI) into various sectors, particularly manufacturing, agriculture, and services.

Many foreign investors have been drawn to Cambodia due to its competitive labor costs, favorable trade agreements, and tax incentives. As foreign companies continue to set up operations in Cambodia, the demand for commercial and industrial real estate in key regions like Bavet and Poipet has increased, further driving up prices and attracting real estate developers to these locations.

5. Urbanization and Population Growth

Urbanization and population growth in Cambodia have also played a significant role in the demand for real estate. While Phnom Penh remains the primary hub of economic activity, secondary cities and provinces like Sihanoukville, Bavet, and Poipet are experiencing population growth due to migration from rural areas. This trend is likely to continue as more people move to these cities in search of employment opportunities in the growing industrial sectors.

As urbanization accelerates, the need for affordable housing, commercial spaces, and infrastructure grows. This has prompted real estate developers to focus on building residential, mixed-use, and commercial properties to cater to the needs of a growing population. In Sihanoukville, for example, the demand for residential properties has surged, partly driven by an influx of people seeking jobs in the tourism and service sectors.

6. Government Incentives and Policies

The Cambodian government has recognized the potential of regions like Bavet, Sihanoukville, and Poipet, and has enacted several policies to support investment in these areas. This includes tax incentives, favorable land lease terms, and the development of special economic zones (SEZs) to attract foreign businesses. These policies have made real estate in these regions more appealing to investors, both local and international.

Additionally, the government’s emphasis on improving infrastructure and connectivity has further strengthened the appeal of these regions, making them prime locations for real estate development. With these incentives in place, developers are eager to invest in industrial, commercial, and residential properties in these areas.

What Does This Mean for Real Estate Developers?

For real estate developers, the demand for real estate in Bavet, Poipet, and Sihanoukville presents significant opportunities. With a growing need for industrial, commercial, and residential properties, developers have the chance to capitalize on the shifting demand by focusing on the construction of factories, warehouses, logistics centers, and mixed-use developments.

However, developers must approach these regions with caution. While the demand is high, it is important to thoroughly assess market conditions, understand local demographics, and consider the specific needs of businesses and residents. A careful analysis of supply and demand factors, as well as an understanding of the long-term economic prospects of these areas, will be crucial for successful investments.

What Does This Mean for Real Estate Brokers and Buyers?

For real estate brokers, the boom in demand for real estate in Bavet, Poipet, and Sihanoukville presents an opportunity to offer clients attractive investment options. Brokers should stay informed about the latest trends in industrial and commercial real estate, as well as keep a close eye on government policies and infrastructure projects that could further drive demand in these regions.

For buyers, these areas offer significant potential for both short-term and long-term returns. Investors looking to purchase land or properties in these regions should focus on the growth sectors, such as manufacturing, logistics, and agriculture. With continued government support and increasing demand for industrial spaces, real estate in these areas could prove to be a lucrative investment.

Conclusion

The surge in real estate demand in Bavet, Poipet, Sihanoukville, and other regions in Cambodia is driven by several factors, including strategic location, infrastructure development, economic growth, and government policies. These factors have combined to create a favorable environment for real estate development, with industrial and commercial properties seeing the most significant growth.

For developers, brokers, and buyers, this trend represents both opportunities and challenges. While the potential for high returns is significant, careful research, strategic planning, and a deep understanding of the local market are essential for success.

As Cambodia’s real estate market continues to evolve, it will be interesting to see how these regions develop in the coming years. What do you think? Is the growing demand for real estate in Bavet, Poipet, and Sihanoukville sustainable in the long term? Share your thoughts and opinions on this exciting trend in the Cambodian real estate market!

What is the National R&D Committee?

The National R&D Committee, established on January 13, 2025, under the umbrella of the National Council of Science, Technology & Innovation (NCSTI), plays a pivotal role in steering Cambodia’s research and development agenda. This committee brings together diverse stakeholders from local and international research bodies, governmental institutions, and the private sector, to create a cohesive strategy for research that directly supports Cambodia’s long-term development goals.

As part of the government’s broader vision for a knowledge-based economy by 2050, the committee will serve as the driving force behind efforts to foster scientific research and innovation, with a particular focus on areas that will impact Cambodia’s growth in the coming decades. Its creation marks an important milestone in the country’s pursuit of scientific excellence, technological progress, and socio-economic transformation.

What Does the National R&D Committee Do?

The core mission of the National R&D Committee is to oversee and coordinate research efforts across Cambodia. By doing so, it ensures that research activities are aligned with national priorities and that they contribute to the country’s broader economic and technological development. Key roles of the committee include:

  1. Developing Policies and Strategic Plans: The committee is responsible for designing national research policies and strategic plans. This includes crafting a National Research Agenda that outlines priority sectors such as food production, energy, education, healthcare, and more. These plans act as a blueprint for guiding scientific endeavors toward practical solutions for national development challenges.
  2. Fostering Local and International Collaborations: Effective research is seldom done in isolation. The committee actively promotes collaboration between local researchers and international stakeholders to enhance Cambodia’s research capacity. By facilitating global partnerships, the committee ensures that Cambodian researchers are not working in a vacuum but are contributing to—and benefiting from—the global scientific community.
  3. Supporting Young Talent and Innovation: The future of R&D lies in the hands of young researchers and innovators. The committee encourages youth involvement in science and technology by providing opportunities for research training, scholarships, and professional development. It also promotes the commercialization of innovative ideas, turning research findings into marketable products and services.
  4. Ensuring Ethical and High-Quality Research: Ethical research practices are the cornerstone of credible scientific inquiry. The National R&D Committee enforces research ethics guidelines to ensure that all studies conducted in Cambodia uphold scientific integrity. This is crucial for maintaining public trust in scientific advancements, especially when they directly impact sectors like healthcare and education.
  5. Monitoring and Evaluating Research Impact: To ensure that research outcomes are truly beneficial to Cambodia’s development, the committee establishes systems for monitoring and evaluating research progress. By tracking key performance indicators such as publications, patents, and research outputs, the committee ensures that research projects remain relevant to Cambodia’s national priorities.

How Does the Committee Align Research with Cambodia’s Development Goals?

Central to the committee’s work is the commitment to aligning research efforts with the goals outlined in Cambodia’s STI Roadmap 2030, which aims to position the country as a middle-income nation by 2030 and a high-income economy by 2050. The National Research Agenda 2025 prioritizes critical sectors like food security, sustainable energy, education, digital healthcare, and carbon neutrality—sectors that directly contribute to both the country’s immediate needs and long-term aspirations.

Through strategic funding mechanisms, the committee ensures that resources are allocated to research projects that will have the greatest impact on Cambodia’s socio-economic development. It also works to create an environment conducive to research and innovation, encouraging local and international investment in Cambodia’s scientific potential.

The Role of the R&D Committee in Cambodia’s Future

Looking forward, the National R&D Committee will play a key role in making Cambodia’s transition to a knowledge-based economy a reality. With global competition in research and development intensifying, Cambodia’s commitment to building a robust R&D ecosystem will be essential for its competitiveness on the world stage. By supporting applied research, promoting ethical practices, and fostering international partnerships, the committee is laying the foundation for Cambodia’s future as a hub of scientific innovation.

What’s Next?

As we look to the future, the question remains: how can businesses, investors, researchers, and government officials work together to make the most of this national initiative? How can we ensure that the R&D projects funded today will have tangible benefits for the people of Cambodia in the coming years?

The National R&D Committee is a critical step in Cambodia’s journey towards national development, but its success depends on the active involvement of all stakeholders. If you are an investor, researcher, or government official, consider how you can contribute to this effort. What role can you play in supporting Cambodia’s scientific progress?

How Fraudsters Scam TukTuk Drivers and Grocery Store Owners in Cambodia

Technology has been rapidly transforming the way people entertain, educate, communicate, and conduct business. It has also enabled the spread of fast and lasting news. However, while technology has brought numerous benefits, it has also become a powerful tool for fraudsters and scammers. These bad actors exploit technological advancements to trick innocent people, especially those in vulnerable professions like TukTuk drivers and small business owners.

In Cambodia, two common fraud cases have been reported that target TukTuk drivers and grocery store owners. These scams rely on deceit and manipulation, causing victims to suffer financial losses and, in some cases, legal troubles. Let’s explore how these fraud schemes work and how people can protect themselves.

Story 1: Fraud Targeting TukTuk Drivers

TukTuk drivers play a crucial role in Cambodia’s transportation system, providing convenient and affordable rides for locals and tourists. Check out the real story on FB or screenshot as below:

Unfortunately, fraudsters have devised a cunning scheme to exploit these hardworking individuals.

How the Scam Works

A fraudster sets up an online shop, luring customers with attractive prices on various products. Customers place their orders and agree to pay upon delivery, thinking they’re getting a great deal. To carry out the scam, the fraudster approaches an unsuspecting TukTuk driver, pretending to need a small favor. He convinces the driver to collect cash from customers in exchange for a small commission, making himself appear trustworthy by dressing professionally—sometimes even as a bank staff member or delivery agent.

Once the TukTuk driver picks up the cash from the customer, believing it’s a routine transaction, he withdraws the money and hands it over to the fraudster. However, instead of delivering the promised goods, the fraudster vanishes. When customers realize they’ve been scammed, they report the incident to the police, providing transaction details. Since the TukTuk driver was the one who physically collected the money, authorities trace the payment back to him. With the real fraudster untraceable, the innocent driver may find himself facing legal trouble, mistakenly seen as an accomplice in the scam.

  1. Online Sales Setup
    • A fraudster sets up an online shop, advertising products at attractive prices.
    • Customers place orders and agree to make payments upon delivery.
  2. Involving the TukTuk Driver
    • The fraudster approaches a TukTuk driver and pretends to need a favor.
    • He asks the driver to collect cash from customers in exchange for a small commission.
    • To appear trustworthy, the fraudster wears professional attire, sometimes dressing like a bank staff member or delivery agent.
  3. Transaction and Fraudulent Activity
    • The unsuspecting TukTuk driver picks up cash from customers who believe they are paying for the product.
    • The driver withdraws the cash for the fraudster and hands it over.
    • The fraudster then disappears without delivering the promised goods.
  4. Legal Consequences for the Driver
    • When customers realize they have been scammed, they report the incident to the police.
    • The police trace the transaction and identify the TukTuk driver as the person who received the money.
    • Since the fraudster is untraceable, the TukTuk driver may face legal troubles, being mistakenly viewed as an accomplice in the scam.

How TukTuk Drivers Can Protect Themselves

  • Never accept to collect money on behalf of strangers.
  • Verify the legitimacy of the transaction by calling the customer directly.
  • Insist on cashless transactions if dealing with unknown individuals.
  • Ask for official documentation before agreeing to any money-handling requests.
  • Report suspicious activities to the police or local authorities.

Story 2: Fraud Targeting Grocery Store Owners

Grocery stores and money exchange services are essential in local communities, but they have become prime targets for fraudsters. This particular scam involves digital payment methods, making it even more difficult to track the fraudster.

How the Scam Works

A fraudster walks into a grocery store, acting like an ordinary customer. To build trust, he purchases a small item and pays using a QR code, making it seem like a routine transaction. Once he gains the store owner’s confidence, he asks for a small favor—requesting to temporarily use the store’s QR code to receive a payment from someone else. Seeing no harm in it, the store owner agrees. Soon after, another fraudster transfers a large sum of money through the store’s QR code. The fraudster then asks the store owner or a money exchange service to withdraw the cash and hand it over. Believing the transaction to be legitimate, the store owner complies. However, once the fraudster vanishes with the cash, the original sender realizes they’ve been scammed and reports the incident to the police. Unfortunately, the store owner, who unknowingly facilitated the fraudulent transaction, is now held accountable.

  1. Gaining Trust
    • A fraudster visits a grocery store and pretends to be a legitimate customer.
    • He purchases a small item and pays using a QR code payment system, appearing to be an ordinary transaction.
  2. The Fake QR Code Scam
    • The fraudster asks the store owner for a favor: to temporarily use their QR code to receive a payment from someone else.
    • The store owner agrees, thinking there is no risk.
  3. High-Value Transactions
    • Another fraudster sends a large amount of money through the store owner’s QR code.
    • The fraudster then requests the store owner or money exchange service to withdraw the money in cash and hand it over.
    • The store owner assumes that the transaction is legitimate and complies.
  4. Escape and Aftermath
    • The fraudster disappears with the money.
    • Later, the original sender of the money claims they were scammed and reports it to the police.
    • The grocery store owner is now held accountable for facilitating the fraudulent transaction.

How Grocery Store Owners Can Protect Themselves

  • Never allow strangers to use your QR code for third-party transactions.
  • Always verify large transactions before withdrawing money for customers.
  • Be cautious of people asking for financial favors, especially involving digital payments.
  • Install security cameras to monitor and record transactions.
  • Educate employees about common fraud techniques to prevent them from falling victim.
  • Consult banking officials if something seems suspicious about a transaction.

Common Characteristics of These Fraudulent Schemes

Both fraud schemes share some common tactics that fraudsters use to manipulate their victims:

  1. Building Quick Trust: Scammers often appear professional, polite, and trustworthy.
  2. Using Third Parties: The scammer ensures the money passes through an innocent person, making tracking them harder.
  3. Exploiting Technology: Digital transactions, QR codes, and online sales platforms are used to trick victims.
  4. Disappearing Act: Once they get the money, the fraudster vanishes, leaving victims to deal with the consequences.

Preventing Fraud: Awareness and Vigilance

To protect oneself from falling victim to these scams, it is crucial to be vigilant and follow preventive measures:

  • Verify before Acting: Whether collecting money for someone or allowing QR code transactions, always verify the legitimacy.
  • Trust Your Instincts: If something feels suspicious, don’t proceed with the transaction.
  • Seek Official Advice: If unsure, consult authorities, banking professionals, or experienced business owners before agreeing to handle money transactions.
  • Educate the Community: Inform fellow TukTuk drivers, grocery store owners, and money exchange operators about these scams.
  • Report Suspicious Activities: If you encounter a potential scam, report it immediately to the police.

National Bank of Cambodia (NBC) Warns of Scammers in Disguise

On March 22, the National Bank of Cambodia (NBC) issued a public appeal urging heightened caution before transferring money, due to a rise in cyber scams targeting individuals through platforms like Telegram, Facebook, and TikTok. Fraudsters have been using tactics such as hacking accounts or employing AI voice software to impersonate family members or friends, deceiving victims into sending money. The NBC emphasized the importance of thoroughly verifying phone numbers, account details, and IDs of recipients before making any transfers to avoid falling for such scams. The Cambodia Microfinance Association (CMA) pointed out that these scams, which initially declined during the pandemic, have resurfaced and are now impacting people’s savings and livelihoods. CMA also urged victims to report fraudulent activities to authorities, noting that scammers even impersonate legitimate financial institutions, undermining public trust in the financial system. This warning from the NBC highlights the ongoing threat of scams, which is particularly relevant to sectors like tuk-tuk drivers and grocery store owners who may be vulnerable to such deceptive schemes. TukTuk drivers and grocery store owners must stay informed about these scams to protect themselves and their livelihoods. What Are Illegal Online Loans, and Why Are They a Problem?

Illegal online loans refer to unregulated lending activities conducted via digital platforms, often by foreign entities. These loans frequently come with excessive interest rates, hidden fees, and aggressive collection tactics, trapping borrowers in cycles of debt. The Cambodian government has raised serious concerns about these loans due to their financial risks and potential links to fraud.

Deputy Prime Minister Sar Sokha Say
Deputy Prime Minister Sar Sokha Say

What Did Deputy Prime Minister Sar Sokha Say About This Issue?

During the closing ceremony of the annual Ministry of Interior work review on February 13, 2025, Deputy Prime Minister and Minister of Interior Sar Sokha issued a strong warning about illegal online loans. He instructed authorities nationwide to prevent such loans and educate citizens on their dangers. His key message to borrowers was clear: if you have taken out an illegal online loan, you are not obligated to repay it. Instead, report the lender to the authorities.

Why Are Illegal Online Loans Dangerous for Borrowers?

  1. High-Interest Rates – These loans often have exorbitant interest rates, making repayment nearly impossible.
  2. Hidden Fees – Borrowers may not be fully informed about additional charges, leading to a growing debt burden.
  3. Harassment and Threats – Some illegal lenders use aggressive tactics, including harassment and intimidation, to force repayment.
  4. Data Privacy Risks – Many illegal lenders collect and misuse borrowers’ personal information, leading to identity theft or fraud.
  5. Legal Uncertainty – Since these loans are not recognized under Cambodian law, borrowers have no legal protections or recourse if disputes arise.

How Can You Identify an Illegal Online Loan?

Look out for these red flags:

  • The lender is not registered with Cambodia’s financial regulatory authorities.
  • The loan process is entirely online with little to no identity verification.
  • The interest rate and repayment terms are unclear or excessively high.
  • The lender pressures you to take out a loan quickly.
  • The company operates from an unknown or foreign location with no local office.

What Should You Do If You Have Taken an Illegal Loan?

Deputy Prime Minister Sar Sokha has made it clear: borrowers who have taken out illegal online loans should not repay them and should report the lenders to authorities immediately. Here’s what you can do:

  1. Stop Payments – If you suspect your loan is illegal, cease all payments to the lender.
  2. Report to Authorities – Contact local police or the Ministry of Interior to report the lender’s activities.
  3. Secure Your Data – Change passwords and monitor your accounts to prevent potential fraud.
  4. Seek Legal Advice – Consult a legal expert or a consumer protection organization for guidance.
  5. Warn Others – Share your experience to help prevent others from falling into the same trap.

What Actions Are Cambodian Authorities Taking to Combat Illegal Loans?

The Cambodian government, under the leadership of the Ministry of Interior, is implementing several measures to combat illegal online loans:

  • Public Awareness Campaigns – Educating citizens about the risks and red flags of illegal loans.
  • Crackdown on Unlicensed Lenders – Identifying and shutting down unauthorized online lending operations.
  • Collaboration with Tech Companies – Working with internet service providers and social media platforms to block fraudulent lenders.
  • Strengthening Legal Frameworks – Enhancing regulations to ensure better consumer protection against predatory lending practices.

How Can You Borrow Money Safely in Cambodia?

If you need financial assistance, consider these safer alternatives:

  • Licensed Microfinance Institutions (MFIs) – Regulated by the National Bank of Cambodia, these institutions offer transparent and legal lending options.
  • Commercial Banks – Established banks provide various loan options with clear terms and conditions.
  • Credit Unions and Cooperatives – Community-based lending services can be more flexible and borrower-friendly.
  • Government and NGO Support Programs – Some organizations provide financial aid or low-interest loans to support citizens in need.

How Can Cambodians Protect Themselves from Loan Scams?

Illegal online loans prey on financial desperation, making awareness and caution crucial. Always verify the legitimacy of a lender before borrowing, and remember Deputy Prime Minister Sar Sokha’s advice: if you are caught in an illegal loan, do not repay—report it instead. With continued vigilance and government action, Cambodians can protect themselves from falling victim to these digital debt traps.
