The shift reflects a broader transformation in the Kingdom’s investment landscape. Government data shows rising investment in technology, innovation, digital infrastructure and clean energy, while large scale factory investment and employment continue to grow. By strengthening education, technical training and digital readiness, Cambodia aims to move further up regional and global value chains and support its long term goal of becoming a high income economy by 2050.

PM's Skilled Workforce Strategy-What's Driving Premium Investments

Investors Are Looking Beyond Traditional Industries

Prime Minister Hun Manet said Cambodia is attracting a growing number of projects focused on advanced manufacturing and emerging technologies. During recent meetings with international business leaders, he noted strong interest in electrical equipment manufacturing and artificial intelligence related investments.

“Investors no longer come to seek land for low-yield agriculture or basic manual work. They are now discussing modern industrial equipment manufacturing, electrical technology and AI training,” PM Hun Manet said.

According to the Prime Minister, this change signals that Cambodia’s workforce is becoming more technically capable and better prepared to support industries that require specialized skills. He added that the country’s participation in international organizations makes human resource development increasingly important for maintaining competitiveness and achieving sustainable growth.

Cambodia’s Industrial Transformation Accelerates

The Ministry of Industry, Science, Technology and Innovation reported that Cambodia had 3,319 large scale operating factories as of June, with total investment reaching approximately $27.8 billion, a 25 percent increase compared with the same period last year.

Industry Minister Hem Vanndy said the country is moving away from competing mainly on low production costs and is instead building an industrial model driven by technology, innovation, productivity and quality. This transition, he said, is helping local industries integrate more deeply into regional and global supply chains.

He described Cambodia’s industrial development as entering a new phase marked by growth in factories, investment, employment and industrial output, reflecting strong investor confidence in the Kingdom’s long term economic prospects.

TVET Seen as Key to Investment Competitiveness

Business leaders also emphasized the importance of technical and vocational education and training. Lim Heng, Vice President of the Cambodia Chamber of Commerce, said TVET is essential for strengthening Cambodia’s position as an attractive investment destination.

“Developing a skilled workforce is essential to attracting quality foreign investment.”

He said the diversification of Cambodia’s industrial base demonstrates the success of the government’s Industrial Development Policy 2015–2025, which helped transform the economy from a labor intensive model into one that is increasingly skill based and technology driven.

New Industrial Development Policy Takes Shape

The government is now preparing the Industrial Development Policy 2026–2035, which is currently undergoing stakeholder consultations and inter ministerial review before final approval.

The new policy aims to accelerate Cambodia’s transition toward a high tech, innovation led and skills driven economy capable of adapting to rapid domestic and global changes.

Ministry of Economy and Finance Secretary of State Hean Sahib said the new framework is necessary to respond to the evolving structure of Cambodia’s industrial sector and changing regional and global trends.

Technology, Clean Energy and Advanced Manufacturing Gain Momentum

Historically, Cambodia relied heavily on garments, agriculture and tourism. Today, the country is increasingly promoting sectors such as electronic and electric devices, automotive assembly, advanced manufacturing, digital infrastructure and clean energy.

Data from the Council for the Development of Cambodia shows that $4.7 billion in fixed asset investment projects were approved during the first half of 2026. The 276 approved projects are expected to create approximately 160,000 jobs.

These projects include special economic zones, renewable energy developments, an electric vehicle assembly plant, a motorcycle factory, a tyre manufacturing facility, a five star hotel and livestock farming operations.

Human Resource Development Remains a National Priority

The government continues to invest heavily in education and vocational training under the Pentagonal Strategy – Phase I. Through the Ministry of Labour and Vocational Training’s “TVET 1.5M” programme, eligible vulnerable youths receive free vocational training and a monthly stipend of 280,000 riel.

More than 270,000 young people had enrolled in the programme by June, according to the ministry.

Prime Minister Hun Manet also highlighted Cambodia’s role as a founding member of the World Artificial Intelligence Cooperation Organization, saying the platform is intended to promote international cooperation in AI development rather than geopolitical competition.

“Our human resources must continue narrowing the skills gap and strengthening their competitiveness,” the Prime Minister added.

Conclusion

Cambodia is making a deliberate shift from a labor intensive economy toward a technology and innovation driven industrial model. By investing in education, technical training and digital skills, the government aims to attract premium foreign investment in advanced manufacturing, artificial intelligence, renewable energy and other high value sectors. The growing number of factories, rising investment approvals and expanding TVET programmes suggest that Cambodia is building the skilled workforce needed to compete in the regional and global economy and support its long term ambition of becoming a high income country by 2050.

Cambodia is reinforcing its commitment to protecting foreign investment and strengthening its financial resilience as government leaders, banking executives, and global investment experts gathered in Phnom Penh for the second NBC Global Financial Market Forum 2026. Held at the Hyatt Regency Phnom Penh on Monday, the forum focused on helping businesses navigate growing uncertainty in global financial markets while identifying new investment opportunities. The event reflects Cambodia’s broader strategy to build a stronger financial system that supports sustainable economic growth and maintains investor confidence.

NBC Unveils Foreign Investment Protection framework

Organized by the National Bank of Cambodia under the theme “Navigating Market Turbulence: Repricing Risk & Capturing Opportunity,” the forum brought together policymakers, financial institutions, international asset managers, and investment specialists to discuss how global economic shifts are reshaping investment decisions. Participants explored practical strategies that can help businesses manage financial risks while positioning Cambodia as an attractive destination for long term investment.

Cambodia Reinforces Financial Stability

The National Bank of Cambodia reaffirmed its commitment to strengthening the country’s financial sector by creating a more resilient framework capable of withstanding global economic uncertainty. As Cambodia becomes increasingly connected with regional and international markets, policymakers recognize that financial stability is essential for attracting quality investment and supporting long term economic development.

The forum was presided over by NBC Governor Chea Serey and attended by Cambodia Chamber of Commerce President and Chairman of the Private Sector Working Group under the Government Private Sector Forum, Kith Meng. Their participation highlighted the importance of close cooperation between the public and private sectors in building a stronger and more competitive financial ecosystem.

Global Challenges Are Reshaping Investment Decisions

A major focus of the discussions was the growing volatility in international financial markets. Participants examined how geopolitical tensions, changing monetary policies, and ongoing global trade disputes continue to influence investment flows, financial risks, and business confidence around the world.

Experts explained that these global developments have changed the way investors evaluate opportunities and price risk. Businesses operating in today’s interconnected economy must become more adaptable by strengthening financial planning, improving risk management, and responding quickly to changing market conditions.

Preparing Businesses for Market Uncertainty

The forum also explored the broader economic effects of international trade conflicts and emphasized the importance of adopting sound financial strategies that help businesses remain resilient during periods of uncertainty.

Speakers agreed that understanding rapidly changing market conditions is becoming increasingly important for investors, financial institutions, and companies seeking sustainable growth. Strong financial frameworks not only reduce exposure to external shocks but also create greater confidence among investors looking for stable and predictable markets.

International Experts Share Global Investment Insights

The event featured investment specialists from several leading global financial institutions, including BNP Paribas Asset Management, J.P. Morgan Asset Management, and BNY Investments. Their participation provided Cambodian policymakers and financial leaders with valuable perspectives on international investment trends, portfolio management, and emerging opportunities across global markets.

By learning from international experience, Cambodian financial institutions can strengthen their ability to manage risk while expanding access to new sources of investment capital. The exchange of practical knowledge also supports Cambodia’s ambition to modernize its financial sector and improve its competitiveness within the region.

Public and Private Sectors Work Together

Participants emphasized that collaboration between government institutions and the private sector remains essential for maintaining financial stability. Strong partnerships help businesses respond more effectively to external economic challenges while supporting investor confidence and sustainable growth.

The NBC Global Financial Market Forum continues to serve as an important platform where policymakers, financial institutions, and business leaders can exchange ideas, assess emerging risks, and develop strategies that strengthen Cambodia’s economy. Continued dialogue and cooperation will play an important role in helping the country navigate future financial challenges while attracting greater international investment.

Conclusion

As global financial markets become more unpredictable, Cambodia is taking proactive steps to strengthen its financial resilience and protect both domestic and foreign investment. Through stronger policy frameworks, international cooperation, and knowledge sharing with leading financial experts, the country is building a more stable investment environment. These efforts are expected to enhance investor confidence, support sustainable economic growth, and reinforce Cambodia’s position as an increasingly attractive destination for international business.

Cambodia is preparing to introduce a new era of cultural tourism with the planned launch of Immersive Angkor, the country’s first technology enabled immersive 3D museum in Siem Reap. Developed by Legendary Entertainment and Culture Group Ltd., the landmark attraction is expected to officially open by late 2026 or early 2027. The project aims to combine cutting edge digital technology with Cambodia’s rich history, creating a unique experience that will attract international visitors while showcasing the Kingdom’s cultural heritage on a global stage.

Cambodia's First 3D Museum

The announcement came during a meeting between Prime Minister Hun Manet and Legendary Entertainment and Culture Group Chief Executive Officer Anne Zhao on the sidelines of the Prime Minister’s working visit to China for the 2026 World Artificial Intelligence Conference, held from July 15 to 17. The discussion highlighted Cambodia’s growing appeal as a destination for international investment in tourism, culture, and innovative entertainment.

What Is Immersive Angkor and Why Is It Being Established?

Immersive Angkor is Cambodia’s first technology enabled immersive 3D museum, designed to bring the country’s rich history, culture, and civilization to life through advanced digital experiences. Instead of viewing traditional exhibits, visitors will be surrounded by large scale visual projections, interactive storytelling, sound, and cutting edge technology that recreates the grandeur of the Angkor era in a fully engaging environment. The museum aims to offer a modern way of exploring Cambodia’s cultural heritage while making history more accessible and memorable for visitors of all ages.

The project is being established to strengthen Cambodia’s tourism industry, attract more international visitors, and showcase the Kingdom’s cultural treasures to a global audience in an innovative way. It also supports the government’s broader strategy of diversifying tourism beyond temple visits by introducing new world class attractions that encourage longer stays and higher visitor spending. By combining heritage with digital innovation, Immersive Angkor is expected to enhance Siem Reap’s appeal as a leading cultural destination while promoting Cambodia’s identity, creativity, and historical legacy to the world.

Cambodia’s First Immersive 3D Museum Nears Completion

Legendary Entertainment and Culture Group revealed that Immersive Angkor will become Cambodia’s first technology enabled immersive 3D museum, offering visitors an interactive journey through the country’s remarkable history and cultural treasures. The project represents the company’s flagship investment in Cambodia and reflects confidence in the country’s expanding tourism sector.

Located in Siem Reap, home to the world famous Angkor Archaeological Park, the museum is designed to deliver an entirely new visitor experience by blending advanced digital technology with storytelling. Rather than simply displaying artifacts, the attraction will immerse guests in Cambodia’s ancient civilization through engaging visual experiences that bring history to life.

Legendary Entertainment Expands Its Presence in Asia

During the meeting, Anne Zhao introduced Legendary Entertainment and Culture Group as one of Asia’s leading integrated tourism and entertainment companies. The firm specializes in developing and managing premium cultural destinations, immersive attractions, and live entertainment experiences across the region.

She explained that the company operates through three major business areas. These include theme parks and live entertainment venues developed in partnership with French theme park operator Puy du Fou, technology enabled immersive 3D museums, and hospitality services covering food, beverages, and tourism experiences. This diversified portfolio has positioned the company as a major player in Asia’s entertainment industry.

More Tourism Investment Planned for Cambodia

Beyond the Immersive Angkor project, Legendary Entertainment announced plans to explore additional investments in Cambodia. The company believes the Kingdom offers strong potential for tourism development and hopes its future projects will attract more international travelers while promoting Cambodia’s unique culture and civilization worldwide.

The investment strategy aligns with Cambodia’s broader vision of expanding tourism beyond traditional sightseeing by creating new attractions that encourage visitors to stay longer and experience more of the country’s cultural offerings.

Government Welcomes Innovative Tourism Projects

Prime Minister Hun Manet welcomed Legendary Entertainment’s investment and praised the company’s commitment to promoting Cambodia’s tourism industry and cultural heritage. He emphasized that the Royal Government continues to support projects that strengthen Cambodia’s international tourism appeal.

The Prime Minister noted that alongside promoting Cambodia’s culture and civilization internationally, the government has instructed the Ministry of Tourism and the Ministry of Culture and Fine Arts to develop more tourism activities, including temple experiences and nighttime attractions. These initiatives are intended to enrich visitor experiences while creating new opportunities for local communities and businesses.

Before concluding the meeting, Samdech Thipadei encouraged the company to continue exploring further investment opportunities in Cambodia and to work closely with relevant ministries and institutions to ensure the successful implementation of future projects.

Technology and Culture Create a New Tourism Experience

The arrival of Immersive Angkor reflects a growing trend of combining digital innovation with cultural storytelling. Around the world, immersive museums are transforming the way visitors engage with history, allowing audiences to experience heritage through interactive visuals, sound, and advanced projection technologies.

For Cambodia, this investment represents more than a new tourist attraction. It signals the country’s ambition to diversify its tourism products, embrace innovation, and position itself as a destination where ancient heritage meets modern technology. As global tourism evolves, attractions like Immersive Angkor could become a major draw for younger travelers, families, and technology enthusiasts seeking memorable cultural experiences.

Conclusion

The planned launch of Immersive Angkor marks an important milestone for Cambodia’s tourism industry. By blending advanced technology with the country’s extraordinary cultural heritage, the project has the potential to redefine how visitors experience Cambodia’s history. Supported by both private investment and government commitment, the immersive museum is expected to strengthen Siem Reap’s position as one of Asia’s leading cultural destinations while attracting more international visitors and inspiring future tourism innovation.

Cambodia’s industrial sector is entering a new phase of rapid expansion, with the number of large scale factories rising sharply to 3,319 by June 2026. According to the Ministry of Industry, Science, Technology and Innovation, the Kingdom recorded a year on year increase of more than 25 percent in operational industrial plants, highlighting growing investor confidence and the country’s shift toward higher value manufacturing. The announcement was made during the Cambodia Industrial Development Conference and Industrial Expo 2026 in Phnom Penh, where government leaders outlined the nation’s evolving industrial strategy.

What Is Driving Cambodia's Factory Surge?

The latest figures reflect Cambodia’s success in attracting long term investment while creating employment and strengthening its position in regional and global manufacturing supply chains. Backed by continued investment, technological advancement, and supportive government policies, the country’s industrial landscape is steadily moving beyond low cost production toward innovation driven growth.

Cambodia Reaches a New Industrial Milestone

Cambodia had 3,319 large scale operating factories as of June 2026, representing one of the strongest periods of industrial expansion in recent years. The factories have attracted approximately $27.8 billion in cumulative investment, underscoring the country’s growing appeal among both domestic and international investors.

Compared with the same period last year, the number of operational factories increased by more than 25 percent. The rapid expansion demonstrates the resilience of Cambodia’s manufacturing sector and its increasing importance as one of the country’s key engines of economic growth.

More Than 1.3 Million Jobs Created

The continued growth of Cambodia’s industrial sector has translated into significant employment opportunities across the country. According to Minister of Industry, Science, Technology and Innovation Hem Vanndy, the nation’s large scale factories now employ more than 1.3 million people.

The expanding workforce reflects not only the opening of new manufacturing facilities but also the continued growth of existing businesses. As industrial investment increases, more Cambodians are benefiting from stable employment and new career opportunities across a wide range of manufacturing industries.

Cambodia Shifts Toward High Value Manufacturing

Speaking at the opening ceremony of the Cambodia Industrial Development Conference and Industrial Expo 2026 in Phnom Penh last Friday, Hem Vanndy emphasized that Cambodia is transforming its industrial model to compete on more than affordable production costs.

He explained that the country is increasingly focusing on technology, innovation, productivity, and product quality to strengthen its competitiveness in regional and international markets. This strategic transition is helping Cambodian manufacturers move further up the global value chain while attracting higher quality investment.

“Cambodia’s industrial development is entering a new stage, marked by a growing number of factories, investment, employment and industrial production value, reflecting investors’ confidence in the stability, potential and future of Cambodia’s industrial sector,” Vanndy said.

Technology Is Reshaping Cambodia’s Manufacturing Future

The minister also pointed to the rapid transformation taking place across the global manufacturing industry. Advances in artificial intelligence, automation, robotics, and digital technologies are reshaping production processes and becoming major factors in industrial competitiveness.

Cambodia is positioning itself to take advantage of these technological changes by encouraging industries to adopt modern manufacturing practices. This approach is expected to improve productivity, attract advanced manufacturing projects, and strengthen the country’s long term industrial competitiveness.

Strong Investment Confidence Continues

The rapid increase in factories reflects growing confidence among investors who view Cambodia as a stable and promising destination for industrial development. Continued government support, infrastructure improvements, and policies that encourage business expansion have helped strengthen the country’s manufacturing environment.

As Cambodia continues attracting investment in higher value industries, the industrial sector is expected to play an even greater role in driving exports, creating jobs, and supporting sustainable economic growth in the years ahead. Readers who wish to explore the original report can find it on the Khmer Times website.

Conclusion

Cambodia’s industrial sector is experiencing one of its strongest periods of growth, marked by rising investment, expanding employment, and a growing number of factories. More importantly, the country is evolving beyond traditional low cost manufacturing by embracing technology, innovation, and higher value production. This transformation is strengthening Cambodia’s position as an increasingly competitive manufacturing hub in Southeast Asia and creating new opportunities for businesses, investors, and workers alike.

Air Cambodia is preparing for a major leap in regional aviation after signing a landmark agreement to purchase 20 C909 regional jets from the Commercial Aircraft Corporation of China, making it the first foreign national airline to place a bulk order for the Chinese built aircraft. The agreement, signed in Shanghai, is expected to strengthen Cambodia’s air connectivity, expand the national carrier’s regional network, and support the country’s growing aviation industry. The first aircraft are scheduled to arrive during the second half of 2026, opening new opportunities for travel, tourism, and business across Southeast Asia.

Air Cambodia Expands with 20 COMAC C909 Jets

The agreement goes beyond aircraft procurement. Alongside the purchase, COMAC and Cambodia’s State Secretariat of Civil Aviation signed a Memorandum of Understanding to deepen cooperation in aviation safety, aircraft certification, technical support, and workforce training. Together, these initiatives represent an important step in Cambodia’s long term strategy to modernize its aviation sector and improve international competitiveness.

Air Cambodia Makes Historic Aircraft Purchase

Air Cambodia’s order for 20 COMAC C909 regional jets marks a milestone for both the airline and the Chinese aircraft manufacturer. It is the first time a foreign national carrier has committed to purchasing the aircraft in such large numbers, highlighting growing confidence in COMAC’s expanding presence in the global aviation market.

Designed to accommodate between 78 and 97 passengers, the C909 is expected to become a key part of Air Cambodia’s regional operations. The first batch of aircraft will be delivered in the second half of 2026, allowing the airline to increase passenger capacity while introducing additional routes across Southeast Asia.

New Fleet Will Strengthen Regional Connectivity

The arrival of the new aircraft is expected to significantly improve Air Cambodia’s ability to connect Cambodia with neighboring countries. By expanding its fleet, the airline will have greater flexibility to serve both existing destinations and emerging regional markets.

The C909 is specifically designed for regional operations and performs efficiently on short and narrow runways as well as in hot climate conditions. These capabilities make the aircraft well suited for many airports across Southeast Asia, where infrastructure and operating environments often vary.

Strategic Aviation Partnership Goes Beyond Aircraft

The cooperation between Cambodia and COMAC extends far beyond the purchase of new aircraft. COMAC and Cambodia’s State Secretariat of Civil Aviation have signed a Memorandum of Understanding to strengthen collaboration in aviation safety, airworthiness certification, technical support, and personnel training.

The agreement also focuses on technology transfer, airport development, maintenance services, and the development of skilled aviation professionals. These initiatives are expected to improve Cambodia’s aviation infrastructure while supporting the country’s long term ambition to become a stronger regional aviation hub.

COMAC Plans Long Term Cooperation with Cambodia

COMAC Chairman Shen Bo announced the strategic partnership during a courtesy meeting with Prime Minister Hun Manet on the sidelines of the 2026 World AI Conference.

During the meeting, Shen explained that COMAC manufactures commercial aircraft including the C909 and the larger C919 while continuing to expand cooperation with Cambodia through maintenance services and aviation training. According to Shen, the partnership will strengthen technology sharing, human resource development, airport maintenance, and technical cooperation.

He added that the collaboration will improve Air Cambodia’s operational capacity, enhance regional air connectivity, and strengthen Cambodia’s competitiveness within Southeast Asia’s aviation industry.

Government Welcomes Aviation Investment

Prime Minister Hun Manet welcomed COMAC’s expanding investment and praised the company’s growing partnership with Air Cambodia. He expressed appreciation for COMAC’s long term commitment to supporting Cambodia’s civil aviation development.

The Prime Minister also welcomed the strategic cooperation between COMAC, the State Secretariat of Civil Aviation, and Air Cambodia, particularly in the areas of professional training and human resource development. He noted that these efforts will contribute to the modernization of Cambodia’s aviation industry while strengthening its international competitiveness.

The government also reaffirmed its commitment to facilitating close cooperation between COMAC and relevant Cambodian ministries to ensure the successful implementation of future aviation projects.

COMAC Continues Expanding Its Global Presence

Founded in 2008, COMAC has become one of China’s leading commercial aircraft manufacturers. The company currently produces the C909 regional jet, formerly known as the ARJ21, which serves regional routes with seating capacity for 78 to 90 passengers.

Its product lineup also includes the C919 narrow body aircraft, capable of carrying between 158 and 192 passengers. Looking ahead, COMAC is developing the C929, a wide body long haul aircraft designed to accommodate between 282 and 440 passengers with a flight range of up to 12,000 kilometers. The aircraft is expected to make its first flight in 2030, reflecting the company’s ambition to compete in the global commercial aviation market.

Conclusion

Air Cambodia’s decision to purchase 20 COMAC C909 aircraft represents far more than a fleet expansion. It signals Cambodia’s growing confidence in regional aviation, stronger cooperation with international partners, and a commitment to modernizing its civil aviation industry. Combined with investments in technology, training, and infrastructure, the agreement positions Cambodia to improve regional connectivity, support tourism and business growth, and strengthen its role in Southeast Asia’s aviation landscape.
