Tourism is often referred to as Cambodia’s “green gold,” a smokeless industry that fuels national development while preserving cultural heritage. The government’s proactive approach to diversifying tourism services and hosting major events has broadened the country’s appeal to both domestic and international travelers.

Deputy Prime Minister Neth Savoeun has emphasized the importance of tourism as a major economic driver. Speaking at the launch of self-service ticketing machines for the Angkor Archaeological Park, he highlighted Cambodia’s steady tourism growth despite the setbacks caused by the COVID-19 pandemic. In 2019, the country welcomed 6.6 million visitors, generating approximately $6 billion, before experiencing a decline in 2020-2022 due to global travel restrictions. However, tourism is now back on a strong recovery path, thanks to the introduction of new tourism products and infrastructure, including the Siem Reap-Angkor International Airport.

The Expanding Scope of Cambodia’s Tourism Industry

The government’s Pentagonal Strategy – Phase 1 prioritizes tourism as a long-term growth sector that can support the broader economic vision outlined in Cambodia Vision 2050. Tourism growth has created thousands of jobs, boosted local businesses, and enhanced Cambodia’s reputation as a premier travel destination.

Several factors have contributed to the remarkable growth of Cambodia’s tourism sector:

  2. Enhanced Connectivity: Direct flights from key international hubs have increased, encouraging more tourists to visit Cambodia.
  3. Safety and Security: Stability and peace have been major incentives for international travelers choosing Cambodia as a destination.
  4. Innovative Tourism Products: New attractions such as eco-tourism, cultural tourism, and adventure tourism have broadened the country’s offerings.
  5. Government-Led Promotion: Strong promotional efforts by the Ministry of Tourism, in collaboration with private stakeholders, have helped Cambodia maintain a competitive edge in the regional tourism industry.

The Goal: 7 Million Tourists by 2025

Following the 2023 milestone, Cambodia’s Ministry of Tourism (MoT) has set a new target: welcoming over 7 million international tourists by 2025. Chhay Sivlin, President of the Cambodia Association of Travel Agents (CATA), confidently stated that this target is achievable with continued support from both public and private entities.

If Cambodia surpasses 7 million international visitors in 2025, it will have a transformative impact on various sectors:

According to Hong Vannak, an economic researcher at the Royal Academy of Cambodia (RAC), achieving the 7 million visitor target will depend on quality over quantity. “It’s not just about numbers; attracting high-spending tourists who stay in luxury hotels and use premium services will be key to maximizing economic benefits,” Vannak said.

Policy analyst Seun Sam added that while Cambodia is a small, developing nation, its unique cultural and natural heritage gives it an edge. “By leveraging our strengths—Angkor Wat, pristine beaches, and rich history—we can carve out a niche in the global tourism market.”
