Singapore regulates foreign labor through specific policies, ensuring that foreign workers can contribute to industries where there is a demand for labor. The Non-Traditional Sources (NTS) list plays a crucial role in this system, allowing workers from certain countries to apply for jobs in designated industries.

Industries Open to Foreign Workers on the NTS List:

  1. Construction – Includes jobs such as general construction workers, crane operators, and scaffolders.
  2. Marine Shipyards – Covers shipbuilding, welding, and other maritime-related roles.
  3. Manufacturing – Provides opportunities in electronics, food processing, and machinery operations.
  4. Service Sector – Limited but includes roles in sanitation, cleaning, and housekeeping.

Previously, only workers from Bangladesh, India, Myanmar, the Philippines, Sri Lanka, and Thailand were eligible under the NTS list. However, starting June 1, Cambodians will be included as well.

New Occupations to Be Added in 2025

Singapore’s government has also announced further expansions to the occupations list. Effective September 1, 2025, three additional job roles will be included:

  • Heavy Vehicle Drivers – For industries such as logistics, construction, and waste management.

Singapore offers significantly higher wages compared to Cambodia. A construction worker in Singapore, for instance, can earn an average salary of SGD 1,500–3,000 per month (approximately USD 1,100–2,200), compared to lower wages in Cambodia.

Additionally, benefits such as housing allowances, healthcare, and overtime pay are often included, making employment in Singapore attractive for Cambodian workers.

3. Extended Stay Duration

Starting July 2024, Singapore will remove the 14-26 year stay limit based on sector, skill level, and nationality. This change means foreign workers, including Cambodians, can remain in Singapore for longer, leading to better job stability and career advancement.

4. Increased Maximum Age Limit

Previously, foreign workers in Singapore had to retire at 60. However, the new regulations will raise the retirement age to 63, while new applicants can apply up to age 61. This allows more experienced workers to enter and remain in the workforce for a longer period.

For Cambodians interested in working in Singapore, here’s how to get started:

  1. Check Eligibility – Ensure you meet the basic requirements such as age, skills, and health status.
