Cambodia is stepping up efforts to turn its northeastern provinces into a stronger investment and logistics hub, with improved roads and a planned multipurpose port in Kratie expected to play a central role. Speaking in Kratie on August 25, 2026, Prime Minister Samdech Thipadei Hun Manet said better transport links would help reduce business costs, move agricultural and industrial products more efficiently, and connect the region more closely with domestic and regional markets. The push comes as 72 investment proposals worth about $2.7 billion have been submitted under the government’s Special Programme to Promote Investment in the Four Northeastern Provinces 2025 to 2028, with more than 80,000 jobs potentially created.
The latest infrastructure push is centered on Kratie and the wider northeast, covering Kratie, Stung Treng, Ratanakiri and Mondulkiri. The government sees the region as having significant potential in agriculture, agro industry, tourism and manufacturing, but better connectivity is considered essential to turn that potential into sustained investment and economic activity.
New Roads Aim to Cut Costs and Connect the Northeast
Prime Minister Hun Manet made the remarks during the inauguration of sections of National Road 73, Provincial Road 377 and Provincial Road 377A in Kratie. Together, the three road sections cover about 98.4 kilometres and were financed through a concessional loan from the World Bank.
The upgraded roads are expected to make it easier for people, agricultural products, raw materials and manufactured goods to move between the northeastern provinces and neighbouring countries, particularly Laos and Vietnam. For businesses, the improved connections could also mean lower transportation costs, easier access to raw materials and better access to wider markets.
Kratie Port Could Become a New Gateway for Agricultural Products
Road improvements are only one part of the government’s logistics strategy. Cambodia is also planning a multipurpose port in Kratie that could provide another gateway for moving goods from the northeast.
According to the government, the port is expected to support the transportation of agricultural products along the Mekong and strengthen connections with larger trade and logistics networks. The project is particularly significant for a region where agriculture remains an important economic activity. A multipurpose port could give producers and processors another option for moving goods while helping businesses reach markets more efficiently.
The idea of a multipurpose port in Kratie has been under consideration for some time. In August 2025, a Chinese company expressed interest in developing a port and supporting infrastructure valued at about $35 million in Preaek Prasab district, with the goal of creating an agricultural product transportation hub.
$2.7 Billion Investment Pipeline Signals Growing Interest
The infrastructure developments come as investor interest in Cambodia’s northeast continues to increase. As of August 7, 2026, the four northeastern provinces had received 72 proposed investment projects worth approximately $2.7 billion, with the projects expected to generate more than 80,000 jobs.
Kratie has already emerged as an important investment destination within the programme. Earlier this year, the province had attracted the largest share of investment proposals among the four target provinces, with projects valued at about $1.06 billion. Investors have pointed to the province’s location, improving infrastructure and water transport connections as some of its advantages.
Investment Incentives Are Designed to Attract More Businesses
Infrastructure is being combined with financial and administrative incentives under the Special Programme to Promote Investment in the Four Northeastern Provinces 2025 to 2028. The programme was officially launched in April 2025 and focuses on encouraging private investment in sectors such as agriculture, agro industry and tourism.
The government has introduced measures including tax and customs incentives, financing support and streamlined administrative procedures. The programme also aims to make it easier for businesses to obtain approvals and permits through a more coordinated process.
Recent investment activity suggests the incentives are already attracting attention. In July, government officials reviewed several agricultural and agro industrial projects in Kratie and Stung Treng, including projects involving crop cultivation, agricultural processing and livestock. These projects demonstrate how improved infrastructure could support a broader local production and processing ecosystem rather than simply moving raw products out of the region.
The Government Wants Infrastructure to Support Long Term Growth
Hun Manet has described infrastructure as a vital foundation for economic development and linked the current investment push to the government’s broader development priorities. He has also stressed the importance of maintaining high technical standards, protecting the environment and improving road maintenance, including at the local and village levels.
The strategy reflects the idea that roads and ports should do more than improve transportation. They are expected to help connect farmers with processors, businesses with suppliers, workers with jobs and northeastern provinces with larger domestic and regional markets. The government has also encouraged young people to promote domestic tourism through digital platforms while calling for continued support in areas including vocational training, agriculture, tourism, manufacturing and healthcare.
