While Phnom Penh dominates the market, provinces such as Kandal, Preah Sihanouk, Kampong Speu, and Siem Reap are also strengthening their positions as important centres for trust related financial activities.

Phnom Penh Leads Cambodia’s Escrow Trust Market

The Trust Regulator’s latest bulletin shows that Phnom Penh continues to dominate Cambodia’s escrow trust industry, managing $411 million in assets under management. This represents well over half of the country’s total escrow trust assets, reinforcing the capital’s role as Cambodia’s financial and commercial hub.

Phnom Penh also recorded 364 trust accounts, the highest number nationwide. Its concentration of businesses, financial institutions, property developments, and investment projects continues to drive demand for regulated escrow trust services that provide greater security and transparency for investors and businesses.

Major Economic Provinces Continue to Expand

Outside the capital, Kandal Province ranked second with $117.3 million in assets managed through 52 trust accounts, making it the country’s second largest escrow trust market. The province’s proximity to Phnom Penh and increasing investment activity have contributed to its growing importance within Cambodia’s financial landscape.

Preah Sihanouk Province followed with $44 million under management across 19 trust accounts. As one of Cambodia’s leading economic zones, supported by port operations, real estate development, tourism, and industrial investment, the province continues to attract substantial trust related business.

Several other provinces also reported meaningful escrow trust activity. Kampong Chhnang ranked fourth with $28.3 million managed through four trust accounts, while Kampong Speu recorded $20 million across 25 accounts. Svay Rieng managed $16 million through nine accounts, and Siem Reap reported $11.1 million across 28 trust accounts.

The report also highlighted continued growth in Takeo, Tboung Khmum, Kampot, and Banteay Meanchey, all of which recorded active trust services with millions of dollars in managed assets. Smaller Provinces Build Their Presence

Although operating on a smaller scale, several provinces continued to participate in Cambodia’s expanding escrow trust market. Preah Vihear, Kep, Prey Veng, Kampong Thom, Battambang, and Kampong Cham all reported active trust accounts with varying levels of managed assets.

Meanwhile, Koh Kong, Pailin, Pursat, Kratie, and Stung Treng collectively managed nearly $2 million through eight trust accounts. The report also noted that Oddar Meanchey, Ratanakkiri, and Mondulkiri had no recorded escrow trust accounts during the reporting period.
