SPIN Programme Gains Strong Momentum

Cambodia’s effort to boost development in its northeastern region is showing clear results, with the Special Programme to Promote Investment in the Northeastern Provinces, known as the SPIN Programme, emerging as a major driver of growth. Since its launch on April 9, 2025 by Prime Minister Hun Manet, the initiative has focused on accelerating investment across four key provinces including Kratie, Stung Treng, Ratanakiri, and Mondulkiri. Kratie Emerges as Top Investment Destination

Among the four provinces, Kratie has clearly taken the lead, attracting investment projects worth approximately 1.06 billion US dollars. This positions the province as the most attractive destination under the SPIN Programme so far. Its strategic location, natural resources, and growing infrastructure appear to be key factors drawing investor interest. The strong inflow of capital into Kratie highlights how targeted policies can quickly transform regional economies and shift investment patterns beyond traditional urban centers.

Growing Pipeline of Investment Projects

The SPIN Programme continues to build a robust pipeline of investment opportunities. According to official data, the working group has received a total of 58 project proposals, representing an estimated value of 2.41 billion US dollars. This level of interest reflects strong confidence from both domestic and international investors in Cambodia’s long term growth prospects, particularly in emerging regions that offer untapped potential and competitive advantages.

Approved Projects and Job Creation Impact

Out of the total proposals, 33 projects across the four provinces have already secured initial approval for incentives, with a combined value of about 1.07 billion US dollars. These approved investments are expected to generate around 17,213 jobs, providing a meaningful boost to local economies and livelihoods. The employment impact is especially significant for rural communities, where new job opportunities can drive income growth, reduce migration pressures, and support inclusive development across the northeastern region.

Investment Interest Remains Resilient

Despite global uncertainties, investor confidence in the SPIN Programme remains strong. Hean Sahib, Chairman of the SPIN Programme Working Group, emphasized the continued momentum by noting:
“Despite external crises, such as the border dispute with Thailand and the oil crisis in the Middle East, we continued to receive proposals in March and April 2026,” he said.
This steady flow of proposals highlights the resilience of Cambodia’s investment environment and the effectiveness of government policies in maintaining investor trust even during challenging times.
