Expanding Markets and Strengthening Tourism Diplomacy

The first pillar of the strategy centers on attracting more visitors through market expansion and tourism diplomacy. Officials believe that rebuilding confidence among international travelers will be essential to accelerating the province’s recovery.

By adopting a comparative value approach, the Commission aims to showcase the unique advantages of Siem Reap while promoting travel during the green season. The goal is not only to increase visitor numbers but also to strengthen the province’s reputation as a destination that offers quality experiences and excellent value.

Tourism officials see international cooperation and stronger relationships with tourism partners abroad as key factors in restoring traveler confidence and encouraging longer stays in the province.

Improving Connectivity and Travel Accessibility

The second phase focuses on making travel to Siem Reap easier and more affordable. Increased connectivity is viewed as one of the most important drivers of tourism growth, particularly as global travel patterns continue to evolve.

To support this objective, the Commission is implementing aviation incentive packages aimed at attracting more airlines and expanding flight connections. Authorities are also working to simplify border procedures and improve visa policies to make entry into Cambodia more convenient for international visitors.

These efforts are expected to support the creation of competitive travel packages that offer greater affordability while helping tourism businesses attract new markets.

Creating More Diverse Visitor Experiences

While Angkor remains the province’s most famous attraction, the Commission is seeking to broaden the tourism experience by promoting a wider range of destinations and activities throughout Siem Reap.

Thong Khon emphasized the importance of developing six priority tourism areas within the province, giving visitors more reasons to extend their stay and explore beyond the temples. By diversifying tourism products, local communities and businesses can benefit from increased visitor spending across different sectors.

The strategy also includes reforms to the Angkor pass system to better accommodate varying traveler preferences. At the same time, efforts will be made to reduce economic leakage and ensure that a larger share of tourism revenue remains within the local economy.

The final component of the plan focuses on enhancing service quality, safety, and sustainability. Authorities believe that delivering a positive visitor experience is essential for generating repeat visits and positive word of mouth recommendations.

Measures include enforcing stricter food hygiene standards, expanding the Plastic Free campaign, and improving digital payment systems to make transactions easier for international tourists. These initiatives are intended to create a cleaner, safer, and more modern tourism environment.

The Commission is also prioritizing efforts to eliminate scams and dishonest practices that can negatively affect visitor perceptions. By strengthening consumer protection, officials hope to build greater trust among travelers and encourage future visits.

A Shared Responsibility for Success

Thong Khon stressed that achieving the strategy’s objectives will require cooperation from all sectors of society rather than relying solely on government institutions.

“The success of this mission cannot be achieved by a single state institution alone,” he said, calling for the active participation of the private sector, local citizens, and development partners.

The collaborative approach reflects a broader understanding that tourism growth depends on partnerships between government agencies, businesses, communities, and stakeholders working toward common goals.

The tourism revitalization plan closely supports the vision of Prime Minister Hun Manet, who has repeatedly highlighted the strategic importance of Siem Reap to Cambodia’s tourism future.

According to the Prime Minister, promoting Siem Reap benefits the entire nation because the province serves as a key entry point for international visitors. As he has noted, “bringing tourists to Siem Reap is bringing them to the whole of Cambodia.”

This perspective underscores the province’s critical role in driving economic activity, creating jobs, and showcasing Cambodia’s rich cultural and natural heritage to the world.
