The memorandum of understanding establishes a framework for both partners to explore the feasibility of building a state of the art air cargo and logistics hub at Sihanoukville International Airport. According to Havannall, the proposed logistics hub supports the Royal Government’s Pentagonal Strategy Phase I, which focuses on economic diversification, stronger competitiveness, and improved transportation connectivity. He noted that increasing private sector participation in civil aviation will help sustain economic growth, generate employment opportunities, and contribute to Cambodia’s broader socio economic development.

Government Pledges Full Support

Despite ongoing global economic uncertainty, the minister praised both WorldBridge Group and Société Concessionnaire de l’Aéroport for moving forward with the project and expressing confidence in Cambodia’s future.

“We stand ready to provide guidance to ensure air cargo transport develops sustainably, securely and safely while contributing to Cambodia’s economic development,” he said.

He also confirmed that the government will provide regulatory guidance and technical assistance throughout the feasibility study and future development process to ensure the project meets international standards for safety, sustainability, and operational efficiency.

Sihanoukville Strengthens Its Regional Role

Once completed, the new logistics hub is expected to significantly improve Cambodia’s freight transportation network by combining air cargo operations with maritime shipping services.
