Cambodia is taking another important step toward attracting world class investment by strengthening its relationship with Samsung Electronics, one of the world’s leading technology companies. During an official investment promotion mission to the Republic of Korea, Deputy Prime Minister and First Vice Chairman of the Council for the Development of Cambodia Sun Chanthol led a high level delegation to Samsung’s headquarters in Suwon City, Gyeonggi Province. The visit, held on the first day of the mission, reflects Cambodia’s broader strategy to attract high quality foreign direct investment, expand economic partnerships, and support long term sustainable growth.

Cambodia Strengthens Ties with Samsung

The meeting also highlighted Cambodia’s determination to position itself as a competitive destination for technology, manufacturing, and digital innovation. By engaging directly with global corporations such as Samsung, the Kingdom hopes to strengthen investor confidence while showcasing the country’s strategic advantages, supportive investment policies, and growing economic potential.

Cambodia Launches Investment Mission in South Korea

The official visit to Samsung Electronics marked the beginning of Cambodia’s investment attraction campaign in South Korea. The mission aims to deepen economic cooperation between the two countries while encouraging Korean companies to consider Cambodia as a future investment destination.

H.E Sun Chanthol and the Cambodian delegation met with senior executives of Samsung Electronics at the Samsung Innovation Center, home to the Samsung Innovation Museum. The visit allowed Cambodian officials to gain a deeper understanding of Samsung’s remarkable journey in digital transformation and its position as a global leader in technological innovation. The exchange also created an opportunity to explore potential areas of future collaboration.

High Level Delegation Promotes Cambodia’s Opportunities

The Cambodian delegation represented both the public and private sectors, underlining the country’s unified approach to attracting international investment. Joining the Deputy Prime Minister were Khoun Phon Rattanak, Ambassador of Cambodia to the Republic of Korea, senior officials from the Council for the Development of Cambodia, representatives from the Ministry of Commerce, and members of the private sector, including the Cambodian Oknha Association and the Cambodia Chamber of Commerce.

The presence of government agencies and business leaders demonstrated Cambodia’s commitment to building strong relationships with international investors. It also reinforced the message that the country is ready to work closely with global corporations seeking expansion opportunities in Southeast Asia.

Cambodia Highlights Its Competitive Advantages

During the discussions, H.E Sun Chanthol outlined the factors that make Cambodia an attractive destination for investment. He emphasized the Kingdom’s strategic location in the region, business friendly policies, and competitive workforce, all of which support industrial development and economic growth.

He also explained that these advantages align well with Samsung’s global expansion strategy, particularly in sectors such as advanced manufacturing, technology, and digital innovation. As global companies continue to diversify their production networks, Cambodia is seeking to position itself as a reliable and efficient partner.

Samsung Sees Growing Potential in Cambodia

Samsung Electronics responded positively to Cambodia’s presentation and acknowledged the country’s increasing appeal as an emerging investment destination in Southeast Asia.

Park Seung Hee, President of Corporate Relations at Samsung Electronics, noted that the company is actively reviewing a range of investment factors in Cambodia as part of its ongoing internal assessment process. At the same time, he explained that major investment decisions require careful evaluation and must follow the company’s established procedures, which naturally take time.

Although no immediate investment announcement was made, the discussion reflected Samsung’s interest in understanding Cambodia’s evolving business environment and future opportunities.

Cambodia Reaffirms Its Commitment to Foreign Investors

H.E Sun Chanthol reaffirmed the Cambodian government’s commitment to creating a supportive environment for international investors. He emphasized that the Kingdom is prepared to provide the information, policy support, and coordination necessary to help companies fully understand the country’s investment landscape.

The government believes that transparent communication and close cooperation are essential for building investor confidence. By working directly with major global companies, Cambodia hopes to reduce barriers, simplify investment processes, and encourage long term business partnerships.

This proactive approach has become a key part of the country’s economic strategy as it seeks to diversify its economy and attract higher value industries.

Technology Partnerships Could Shape Cambodia’s Future

The meeting also highlighted the broader importance of cooperation between Cambodia and leading international technology companies. Such partnerships have the potential to accelerate innovation, strengthen industrial capabilities, and support the country’s digital transformation agenda.

Expanding relationships with companies like Samsung could contribute to economic diversification while creating new opportunities for local businesses, skilled workers, and future generations. As Cambodia continues to modernize its economy, technology driven investment is expected to play an increasingly important role.

Readers can learn more through the original report published by Khmer Times.

Conclusion

Cambodia’s engagement with Samsung Electronics represents more than a diplomatic meeting. It reflects the Kingdom’s long term vision of attracting quality investment, strengthening international partnerships, and building a more innovative economy. While major investment decisions require time and careful evaluation, the visit demonstrates that Cambodia is actively opening doors to global technology leaders and positioning itself for future growth. If these efforts continue to gain momentum, stronger partnerships with companies like Samsung could help shape the next chapter of Cambodia’s economic development.

The second day of the eighteenth Cambodia Trade Expo 2025 placed a strong emphasis on women’s leadership in the national business landscape, signaling a major push toward greater gender inclusivity in commerce. The event showcased a dedicated forum that celebrated women’s contributions in multiple sectors while stressing the urgency of widening opportunities for female entrepreneurs to participate meaningfully in trade and economic development. With growing interest from policymakers, development partners and the private sector, the expo reinforced a shared commitment to elevating women as drivers of growth and innovation.

Women’s Leadership Takes Center Stage at CTExpo 2025

Women in Commerce Forum Highlights the Gender Agenda

Organised by the Ministry of Commerce’s Gender Working Group, the “Women in Commerce” forum served as a platform to recognise women’s vital economic roles and to encourage more active engagement in entrepreneurship, trade and commercial governance. Attendees included representatives from government institutions, financial organisations, development agencies and established private sector players. Their discussions provided valuable insights drawn from real experiences, particularly around how to empower women to enter and advance in business despite ongoing constraints.

Underscoring Women’s Role in Economic Growth

Keynote speaker Serei Borapich, Secretary of State at the Ministry of Commerce, emphasised that women remain central to Cambodia’s economic growth yet often lack the recognition and support they deserve. She highlighted that women-owned micro, small and medium enterprises represent a substantial share of the economy, especially in retail, services and light manufacturing, but many female entrepreneurs continue to face difficulties in scaling their operations. “Women in Cambodia possess enormous entrepreneurial potential, but access to finance, digital skills, market information and networking opportunities remains limited for many,” she said. “Strengthening women’s participation in commerce is not only a matter of equality, but also essential for national economic competitiveness.”

Persistent Challenges Facing Female Entrepreneurs

Chan Pheary, President of the Cambodian Women Entrepreneurs Association, echoed these concerns, stressing that although the number of women-led businesses is rising, structural and operational obstacles still limit their growth. Many women struggle to move beyond small scale operations, penetrate export markets or navigate complex regulatory processes. “Cambodian women are resilient and innovative, but they often operate with fewer resources and face more risks,” Pheary said. “Support mechanisms such as mentorship, training and inclusive financing are vital to help women entrepreneurs move from survival businesses to growth-driven enterprises.” Her remarks reinforced the need for sustained institutional support to ensure female entrepreneurs can transition into competitive business leaders both locally and regionally.

Growing Importance of Digital Skills and Financial Literacy

Speakers from development organisations and financial institutions further highlighted the role of digital transformation and financial literacy in helping women succeed in commerce. They shared ongoing initiatives aimed at boosting capability among women led MSMEs, including specialised credit schemes, skills development programmes and regional networking platforms. These efforts are designed to bridge gaps that hinder women from accessing modern tools, expanding into new markets and strengthening their businesses in an increasingly technology driven economy.

Inspiring the Next Generation of Women Leaders

The forum also offered a series of panel discussions and experience sharing sessions featuring women who lead across diverse sectors. Their stories aimed to motivate younger women to pursue entrepreneurship and step confidently into leadership roles. Organisers underscored that the event is part of the Ministry of Commerce’s wider agenda to integrate gender equality into trade policies and create a more inclusive and supportive commercial environment for all.

CTExpo 2025 Opens Opportunities for Business Engagement

Taking place at the PH Grand Hall at Borey Peng Huoth Boeng Snor in Phnom Penh, CTExpo 2025 runs from December 4 to 7 and is open to the public at no cost. Visitors are encouraged to explore a wide variety of products and services from both local and international exhibitors. Alongside the displays, thematic forums continue to promote innovation, entrepreneurship and Cambodia’s expanding trade potential, making the expo an essential platform for businesses, investors and aspiring entrepreneurs.

Cambodia’s National AI Strategy: Charting a Smart and Inclusive Future

Cambodia is stepping into the era of artificial intelligence with a well-calibrated and forward-thinking approach. As part of its broader digital transformation agenda, the country is crafting a National Artificial Intelligence Strategy, a landmark initiative led by the Ministry of Post and Telecommunications (MPTC) with the guidance and support of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP). This blog explores the goals, process, and future outlook of this strategy and how it aligns with Cambodia’s national digital development framework, including the recently launched Strategy on the Development of Electronic Services for Business 2025–2028.

Cambodia’s National AI Strategy
Cambodia’s National AI Strategy

Developing the National AI Strategy: A Strategic Vision for Cambodia

Collaborative Foundations

The journey to draft Cambodia’s National Artificial Intelligence Strategy began over a year ago, marked by a series of 12 internal meetings within the MPTC. The culmination of these efforts was recently showcased during a pivotal workshop attended by key national and international figures. The workshop was presided over by Keo Sothie, Secretary of State of the MPTC, and graced by Tiziana Bonapace, Director of the ICT and Disaster Risk Reduction Division at UN-ESCAP.

This event was more than a meeting of minds—it represented the backbone of Cambodia’s policy formulation process in AI. The collaborative workshop included not only MPTC officials and UN-ESCAP experts but also international consultants and policymakers. This diversity ensured that the draft strategy was not only informed by local priorities but also aligned with regional and global trends.

Purpose and Methodology

The MPTC described the purpose of the strategy development as follows:

“This process aimed to ensure the strategy is well-refined, consistent with the national policy agenda, and aligned with the regional and international trends.”

Through deep discussions, the participants explored various elements of the draft strategy, such as its vision, AI ecosystem, strategic priorities, and implementation mechanisms. The holistic approach underscores Cambodia’s ambition to become not just a user of AI technology, but a thoughtful and ethical leader in its regional AI landscape.

Aligning AI with National Development

Integrating AI into the National Policy Agenda

The core objective of Cambodia’s AI strategy is to maximize the benefits of AI while minimizing its potential risks, thus supporting both economic and social advancement. As Cambodia gears up for an increasingly digitized future, AI is seen as a critical enabler for everything from education and healthcare to governance and business.

According to the ministry’s press release,

“The overarching goal is to maximize the benefits and minimize the negative impacts of AI, thereby contributing to Cambodia’s economic and social development.”

This reflects a deep understanding that AI, if deployed inclusively and responsibly, can serve as a powerful lever for national transformation.

Support from the United Nations and Global Experts

UN-ESCAP’s Role and Endorsement

UN-ESCAP has been an instrumental partner in shaping Cambodia’s AI future. During her visit, Tiziana Bonapace reaffirmed the commitment of the international body, stating her appreciation for the ongoing collaboration.
She emphasized:

“The strong support from UN-ESCAP’s leadership for the development of the draft National AI Strategy, with MPTC serving as the lead ministry in this effort.”

Her remarks reflect the international recognition of Cambodia’s initiative, further legitimizing the strategy as a model of inclusive and participatory policy-making.

Nationwide Consultation and Refinement

The draft AI strategy has already undergone two rounds of technical consultation with UN-ESCAP experts and has been refined into a second version. The next critical stage includes further consultations with ministries, institutions, higher education sectors, and all relevant stakeholders in May. A national-level workshop scheduled for June will provide the final platform for consensus and endorsement.

The ministry has issued a call to action for broader participation:

“Experts, private sector, academic and research institutions, or development partners who are interested in participating in the development process of this national strategy” are invited to contribute.

This inclusivity ensures the strategy will be resilient, equitable, and practical in its application.

AI as Part of a Bigger Digital Puzzle

Synergy with the Strategy on the Development of Electronic Services for Business 2025–2028

Cambodia’s focus on artificial intelligence doesn’t exist in isolation. It’s part of a broader effort to transform the country into a digital economy powerhouse. On this front, the Ministry of Economy and Finance recently launched the Strategy on the Development of Electronic Services for Business 2025–2028—a digital leap forward for Cambodia’s business environment.

Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Digital Economy and Business Committee
Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Digital Economy and Business Committee

Speaking at the launch, Deputy Prime Minister Aun Pornmoniroth emphasized:

“Digital technology—particularly recent advancements in artificial intelligence (AI)—has become an essential part of everyday life, education, business, and public service delivery.”

He noted that the digital revolution is no longer optional; it is a fundamental catalyst for economic growth, innovation, and public service transformation.

Goals and Framework

This new business strategy aims to streamline the delivery of public services by digitizing up to 80 percent of high-demand, low-complexity services by 2028. The initiative is governed by three major coordinating bodies:

  • The Digital Economy and Business Committee
  • The Digital Government Committee
  • The Public Administration Reform Committee

This approach ensures a unified digital ecosystem aligned with Cambodia’s Pentagonal Strategy – Phase 1, Cambodia Digital Economy and Society Policy Framework 2021–2035, and Cambodia Digital Government Policy 2022–2035.

The Role of AI in Transforming Governance and Business

Enhancing Efficiency and Competitiveness

In the private sector, AI and digital technologies are already raising the bar for operational efficiency and market competitiveness. Companies are leveraging AI to reduce costs, streamline operations, and improve customer engagement.

Meanwhile, in the public sector, AI-driven systems promise to reduce bureaucracy, enhance regulatory compliance, and improve service delivery. These developments not only benefit citizens and investors but also build trust in digital governance.

Aun Pornmoniroth highlighted:

“This strategy represents a deep reform of public service delivery for businesses. It focuses on reviewing and adjusting service fees and eliminating or consolidating low-value or overlapping procedures.”

This digital-first approach makes it clear that Cambodia is committed to leveraging AI and technology to build a robust, transparent, and responsive governance system.

National Unity and Political Willpower Behind AI Strategy

Deputy Prime Minister Hun Many captured the significance of these digital reforms by stating:

“The launch of the Strategy on the Development of Electronic Services for Business 2025–2028 represents an important step toward modernizing Cambodia’s public administration.”

He emphasized that this modernization is not just about efficiency, but also about intelligence and transparency—a foundation for building a smart nation. It reflects the political will at the highest levels to push AI and digital technology into the mainstream of Cambodia’s development trajectory.

A Data Point of Progress: Online Business Registration

One of the more tangible indicators of Cambodia’s digital progress is the success of the Online Business Registration (OBR) system. As of December 2024,

  • Over 42,000 enterprises had registered,
  • With a total investment of $15.6 billion.

This signals a growing trust and adoption of digital platforms by Cambodian entrepreneurs and foreign investors alike. AI, integrated into such systems, can further improve accuracy, speed, and user experience.

Looking Ahead: Cambodia’s Smart and Inclusive AI Future

Cambodia’s journey toward becoming an AI-empowered nation is well underway. With strategic leadership from MPTC, strong international partnerships, and a comprehensive digital agenda, the country is positioning itself to harness AI responsibly and inclusively.

The development of the National AI Strategy is not just a policy document—it’s a commitment to the future, a roadmap that ensures Cambodia doesn’t get left behind in the Fourth Industrial Revolution.

The approach is bold but balanced—blending technological ambition with ethical oversight, and national sovereignty with international collaboration.

A National Strategy Rooted in Inclusivity, Innovation, and Impact

Cambodia’s AI strategy reflects a nation preparing not only for economic transformation but for a more inclusive, intelligent, and resilient society. With AI expected to redefine education, healthcare, agriculture, and governance, this strategy lays a vital foundation for future prosperity.

As Tiziana Bonapace aptly recognized,

“The strong support from UN-ESCAP’s leadership for the development of the draft National AI Strategy” is a vote of confidence in Cambodia’s potential to lead responsibly in the AI space.

This is a defining moment for Cambodia—a time to innovate, to collaborate, and to inspire. Stakeholders from all sectors—government, academia, business, and civil society—are encouraged to join this exciting journey and help shape an AI strategy that reflects the hopes and needs of the Cambodian people.

Meta, formerly known as Facebook, has recently announced a significant shift in its content management strategy by discontinuing its Third-Party Fact-Checking program. This decision marks a new chapter in the social media giant’s approach to handling misinformation, opting instead for a system called ‘Community Notes.’ This move has sparked a mixture of reactions, raising questions about the implications for free speech, misinformation, and the role of social media in modern discourse.

Understanding Third-Party Fact-Checking

The Third-Party Fact-Checking program was introduced in 2016, following the intense scrutiny Meta faced during the U.S. presidential election that year. The platform was accused of allowing the rampant spread of fake news, which many believed had influenced the election outcome. In response, Meta collaborated with independent organizations to verify the authenticity of content shared on its platform.

Under this program, flagged content was categorized as false, partially false, or lacking context, and accompanied by warnings. The reach of such content was limited, and users were informed about the inaccuracies, aiming to curb the spread of misinformation.

Reasons for Cancellation

Despite its intentions, the Third-Party Fact-Checking program has been fraught with controversy. Critics have pointed out several issues:

1. Perceived Bias

Meta CEO Mark Zuckerberg admitted that the fact-checkers were seen as politically biased, which led to more distrust among users. This perception of bias has fueled arguments that the program was not neutral, particularly when it came to political content.

2. Errors and Over-Enforcement

Meta acknowledged that its content management system was complex and often overly aggressive. Millions of pieces of content were removed daily, but the company admitted that mistakes occurred, with one to two out of every ten actions potentially being errors. Some deletions were of content that did not actually violate policies, which stifled legitimate discussions and political debates.

3. Free Speech Concerns

The program faced criticism for restricting free speech. Many users and commentators argued that the heavy-handed approach to content moderation impeded open discussion and the free exchange of ideas, which are crucial in democratic societies.

The Shift to ‘Community Notes’

In place of the Third-Party Fact-Checking program, Meta has introduced ‘Community Notes.’ This new system emphasizes a community-driven approach to content moderation.

How ‘Community Notes’ Works

The ‘Community Notes’ system invites users to participate in reviewing and supplementing background information on content. This approach draws inspiration from a similar system on the platform X, where it has been credited with reducing bias and enhancing transparency.

Users with differing viewpoints are encouraged to reach a consensus, fostering a more balanced and comprehensive evaluation of content. By decentralizing the content review process, Meta aims to create a more open and transparent environment, reducing the perception of bias and enhancing user trust.

Benefits of ‘Community Notes’

  • Transparency: By involving the community, the system aims to provide clearer insights into why certain content is flagged or moderated.
  • Diverse Perspectives: The consensus-driven approach ensures that a variety of viewpoints are considered, which can mitigate the risk of bias.
  • Empowerment: Users have a more active role in content moderation, fostering a sense of community and shared responsibility.

Global Reactions

The announcement of the shift has elicited diverse reactions worldwide. Some view it as a positive step towards restoring free expression and reducing the errors associated with the previous system.

Support from Conservatives

The decision has been seen as a concession to conservative criticism, particularly in the United States. Former President Donald Trump, who had accused Meta of censorship, praised the move. His account, which was banned after the Capitol riots in 2021, was reinstated in 2023, signaling a potential thaw in the strained relationship between Meta and conservative voices.

Concerns from Critics

On the other hand, critics argue that dismantling the Third-Party Fact-Checking program could lead to a resurgence of misinformation, including fake news, hate speech, and conspiracy theories. They caution that without rigorous checks, the platform could become a breeding ground for harmful content.

Meta’s Vision for the Future

In announcing the change, Zuckerberg emphasized a return to the platform’s roots, focusing on reducing errors, simplifying policies, and fostering free expression. The company plans to expand transparency reporting, regularly sharing data on mistakes and the progress made in content management.

Balancing Act

Meta’s challenge lies in balancing the need to combat misinformation with the imperative to uphold free speech. The ‘Community Notes’ system represents an attempt to navigate this complex terrain, leveraging community input to enhance content moderation.

Monitoring and Evaluation

As the ‘Community Notes’ system rolls out, it will be closely monitored to assess its effectiveness. Meta’s commitment to transparency will be critical in building user trust and demonstrating accountability.

Conclusion

Meta’s decision to end the Third-Party Fact-Checking program and introduce ‘Community Notes’ marks a significant shift in its approach to content management. This move reflects the company’s ongoing efforts to balance freedom of expression with the need to combat misinformation. While the new system holds promise for a more transparent and inclusive moderation process, its success will depend on careful implementation and continuous refinement.

As Meta embarks on this new path, the world will be watching closely to see how the changes impact the platform’s ecosystem and the broader discourse on social media. The evolution of content management at Meta underscores the dynamic nature of digital communication and the perpetual quest for a harmonious balance between free expression and the integrity of information.

Cambodia’s digital landscape is moving faster than ever. Between 2023 and 2025, mobile internet speeds across the country have nearly doubled, driven by aggressive network investment and infrastructure upgrades. According to data from nPerf, both download and upload speeds have seen remarkable growth, signaling a major leap in the country’s digital capabilities. Download speeds jumped by 45.8% from 2023 to 2024 and continued rising by another 35.0% into 2025. Upload speeds followed a similar trajectory, increasing by 42.6% and then surging by 52.5% over the same period.

This rapid progress reflects how telecom operators are scaling infrastructure and optimizing performance to meet growing demand.

Cambodia's mobile speeds growth 2023-2025

Stronger Networks Power Better User Experience

Behind these numbers is a clear improvement in everyday user experience. As networks expand and modernize, users are benefiting from more stable connections and faster response times. Although latency initially increased from 91.85 milliseconds in 2023 to 106.82 milliseconds in 2024 due to a spike in users, it dropped by 12.3% in 2025 as operators fine tuned their systems. Lower latency is especially important for services like remote work, digital payments, and online gaming, where speed and responsiveness are critical. Browsing performance has also improved steadily, with the browsing index rising from 44.67% in 2023 to 56.48% in 2025, making everyday internet use smoother and more efficient.

4G and 5G Investment Accelerates Transformation

The backbone of this progress lies in continued investment in 4G and early stage 5G networks. Telecom providers are not only expanding coverage but also increasing network capacity to handle heavier data usage. Partnerships such as those between Smart Axiata and Huawei highlight efforts to push forward with advanced technologies like 5G fixed wireless access. These investments are playing a central role in Cambodia’s broader digital transformation, enabling more people and businesses to connect, transact, and innovate.

Rising Demand Brings New Challenges

However, rapid digital growth is also creating new pressures. While overall performance has improved, video streaming is emerging as a stress point for networks. Streaming performance rose from 66.12% in 2023 to 73.14% in 2024 but declined by 7.7% in 2025. This dip reflects a surge in users watching high definition and 4K content, which requires significantly more bandwidth. The trend shows that as digital habits evolve, infrastructure must continuously adapt to keep up with user expectations.

Digital Adoption Fuels Economic Growth

The surge in mobile performance is closely tied to Cambodia’s broader shift toward a digital economy. Increased connectivity is making it easier for people to access mobile banking, digital payments, e commerce platforms, and online services. Businesses are becoming more efficient, while new opportunities are emerging across industries such as finance, retail, and technology. This transformation is not just about faster internet, it is about building a more connected and competitive economy.

The Key Insight You Need to Know

Faster and more reliable mobile networks are no longer a luxury but a foundation for regional growth and identity. As connectivity improves, each province has greater potential to develop its own digital strengths, whether in tourism, agriculture, services, or entrepreneurship. The real takeaway is that network investment is not just improving speed, it is reshaping how Cambodia grows, competes, and connects in the digital age.

Conclusion

Cambodia’s near doubling of mobile speeds between 2023 and 2025 marks a turning point in its digital journey. Strong investment in infrastructure, combined with rising demand for online services, is accelerating the country’s transformation into a digital economy. While challenges like streaming capacity remain, the overall trajectory is highly positive.
