According to the Constitution of the Kingdom of Cambodia, Article 7, the King reigns but does not rule, serving as the head of state for life. Article 7 also explicitly states that the King cannot be defamed or insulted by anyone. Moreover, Article 41 guarantees Cambodian citizens freedom of expression, information, the press, and assembly.
